This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. The VA Loma Linda (VALL) located at 11201 Benton St., Loma Linda, CA 92357 is seeking a potential qualified contractor that can provide Indoor Air Quality Reinspection and Proactive Monitoring. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 238220 ($19 Million Dollars). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov. Additionally, all Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors should submit information by e-mail to william.cornick@va.gov. All information submissions to be marked Attn: William Cornick, Contract Specialist and should be received no later than 4:30 pm PST on May 22, 2022. There are 18 facilities listed below that require an annual review of the buildings mechanical systems where they relate to indoor air quality, combined with measurements of selected indoor contaminants that help to verify the performance of the building systems providing quality indoor air. 1 HVAC Inspection 1.1 A visual inspection will be made of the internal chambers of a representative number of main air handling units, including coils, condensate drainage, fan chambers, humidifiers, controlling hardware, etc. A representative selection of any supplementary, perimeter or other auxiliary air handling units will also be visually examined. 1.2 An assessment of the type, installation, and condition of filters present in the main and any supplemental air handling system with regard to their impact on indoor air quality. 1.3 Fiber optic examination of representative sections of the internals of the main ducts leaving each air handling unit with a borescope. When necessary, access will be gained to these ducts by the insertion of UL access points into the ductwork. Access points will be adequately sealed after examination has been completed. These inspections will embrace representative sections of ducts throughout the building. 1.4 Static air pressure measurements will be taken inside ductwork at representative locations in main air supply systems. 2 Air Quality Testing The following samples for laboratory analysis will be collected: 2.1 Airborne samples will be taken in selected areas using Air-O-Cell type spore traps, or their equivalent, followed by analysis and counting of mold spores, fungal fragments, and other potentially allergenic particles with identification to the genus level (type of mold). 2.2 Formaldehyde levels in selected areas using direct electronic sensors. 2.3 Measurement of air flow direction and/or air pressure differentials between building shell and the outside, as well as between key locations within the building such as restrooms, laboratories and biohazard closets. This data will be used to identify existing and potential pollutant pathways. 2.4 Datalogging for temperature and relative humidity over a four to eight-hour period using multi-channel dataloggers. 2.5 The following instrument tests will be performed at `representative test locations throughout the building. Each test location will be recorded, and the methodology used for analysis, and the standards used to compare the results will be defined. 2.5.1 Measurement of airborne particles (PM 2.5) using electronic aerosol mass monitors. 2.5.2 Measurement of carbon dioxide levels using non-dispersion infrared absorption techniques. Levels will be compared against carbon dioxide levels in outdoor air and used as an indicator of ventilation rates. 2.5.3 Measurement of carbon monoxide levels using electrochemical sensors. 2.5.4 Tests for miscellaneous gases in representative areas, including nitrogen dioxide, sulfur dioxide and hydrogen sulfide using electrochemical sensors. 2.5.5 Temperature and relative humidity levels using an electronic thermohydrometer. 2.5.6 Screening tests for total volatile organic compounds (TVOC) using a photo-ionization detector (PID).. 2.5.7 Samples of outdoor air will be collected for analysis of dusts, gases, mold spores and fungal fragments, pollens and other allergenic particles, temperature, and relative humidity. Outdoor samples will be taken for control purposes and will be used to help evaluate the indoor readings. 3 Report 3.1 Tests conducted including a description of the test procedure and the instruments used. 3.2 Test results. 3.3 Discussion and comparison of test results to relevant environmental standards and to available suggested standards. 3.4 Summary of findings. 3.5 Where practical and helpful, the report will include photographs that help to explain any unusual conditions or areas needing attention. 3.6 Practical recommendations for any corrective actions for improvement of the indoor environment. 3.7 The report will be submitted within 30 days of on-site tests and measurements. A report will then be issued summarizing the status of the air handling systems with respect to their internal structure, corrosion conditions, filtration systems, contamination status and general air quality. A comprehensively written report containing the following will be submitted: ALL THE REPORTS WILL BE TREATED AS STRICTLY CONFIDENTIAL.
