The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate a Sole Source, firm-fixed-price contract with Ensign-Bickford Aerospace & Defense Company to procure Explosives see attached JOFOC:The ATF intends to negotiate with only one source under the authority of FAR 6.302-1.
