The Plan should develop a comprehensive business model for managing the organics recycling facility that processes over 200,000 tons annually; identify and outline programs, initiatives, and needed personnel for current and future operations for processing and disposal of recyclables and non-recyclables; analyze and develop a plan for infrastructure that addresses equipment needs and maintenance program, fueling, and parking within current property foot prints; assess the risk of materials coming into the organics recycling facility, reevaluate operating plan for the organics recycling and composting facility - particularly as it relates to receipt, storage, and handling of incoming materials; reassess fire suppression systems; with focus areas on emergency preventiveness and site security; and ensure all analysis and recommendations are in regulatory compliance with local, state, and federal requirements.
