The U.S. Army Corps of Engineers (USACE) Kansas City District intends to issue a 100% Small Business Set-Aside 2-Phase Design-Build solicitation for a single Firm Fixed-Price, construction contract for Access Control Points located at Arnold, MO.Key aspects of this project include but are not necessarily limited to replacing existing facility and providing an access control facility, large vehicle inspection facility, and an overwatch position. Access control facility includes a consolidated guard house, visitor control center, and a K-9 shelter. Vehicle inspection facility provides the ability to inspect large delivery vehicles, up to tractor trailer size, in an enclosed environment. Site preparation includes demolition of existing facility and features, grading, and site communication/utility lines. Site improvements include active and passive barriers, ingress area canopy, visitor parking lot expansion, walkways, pavements, drainage and storm water control, landscaping, and all necessary support. The work is located at the NGA Facility, in Arnold, MO.In Phase one the Government will evaluate the performance capability of offerors in accordance with the criteria described in the solicitation and will down select to a maximum of 5 most highly qualified contractors to compete in Phase 2. During Phase 2 the down selected contractors will provide a technical solution and a price proposal. The contract will be awarded based upon a Best Value Trade-Off process. The phase 1 solicitation includes a detailed list of Evaluation Factors and will provide instructions for Proposal Requirements and the Basis for Award. The North American Industry Classification System (NAICS) Code is 236220, (Commercial and Institutional Building Construction).The estimated magnitude of this project is between $5,000,000 - $10,000,000. The estimated performance period for completion of construction is 900 calendar days from Notice to
