SummaryThe City of Pacifica invites interested, qualified, professional consulting services to submit written proposals to conduct a citywide classification and compensation study.The purpose of the study is to select the most-qualified Consultant(s) to address the changes in City operations and staffing, which may have affected the type, scope, and level of work being performed.The City desires to meet the following objectives:1. Attract and retain qualified employees2. Maintain competitive salaries and benefits compared to other regional government entities within the area.3. Ensure positions performing similar work with a similar level of complexity, responsibility, knowledge, skills, and abilities are classified together4. Provide salaries in proportion to assigned duties5. Offer justifiable pay differential between individual classes and resolve
any compaction issuesThe City will consider proposals from one or multiple firms for the full or partial scope (e.g., compensation, classification, or both). The selected firm will have to demonstrate specific experience and qualifications in conducting classification and compensation studies. For consideration, proposals must contain evidence of the proposer's knowledge and abilities in the specified area and other disciplines directly related to the proposed services.2. BackgroundLocated in San Mateo County just twelve miles south of San Francisco, Pacifica feels worlds away from it, yet is easily accessible from Highway 1. The most panoramic coastal town in the San Francisco Bay Area, Pacifica is famous for its six miles of scenic coastline, classic northern California beaches, breathtaking vistas, and charming ambience.The city is nestled in between small valleys, with Sweeney Ridge to the east, Montara Mountain to the south and the Pacific Ocean’s rocky bluffs and sandy beaches to the west. Pacifica encompasses roughly 12.6 square miles, of which approximately one-half is publicly owned open space with panoramic views and a feeling of spaciousness rarely found in suburban areas. Several miles of coastal and ridge top trails tie Pacifica to neighboring communities. With a population of approximately 40,000, Pacifica is a unique family-oriented coastal community that prides itself on fostering a small-town feel. Many of Pacifica’s residents are highly engaged and involved in the community. Pacifica has excellent elementary and secondary schools, both public and private, and was recently named one of the Top 100 Safest Cities in America by Location, Inc. The City has also garnered awards for beach restoration, Public Works programs and projects, and Senior Services programs.The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected in 2020 for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of City advisory commissions and committees.With a total operating budget of $47.3 million, an authorized staff of 184.25 FTEs, and about 96 Part-Time employees, the City is a full-service City and provides a variety of direct services to its residents. There are seven represented labor groups within the City workforce: Teamsters Management Local 350 MISC, Teamsters Miscellaneous Local 856, WWTP Teamsters Local 856, Pacifica Police Officer's Association (PPOA), Pacifica Police Supervisors Association (PPSA), Pacifica Police Managers Association (PPMA), Fire IAFF Local 2400, Battalion Chiefs IAFF Local 2400, and the Unrepresented Management and Confidential employee group. All labor agreements expire on June 30, 2023. The City also employs approximately 96 employees in seasonal and part-time employee categories listed in Appendix B. Therefore, the compensation analysis cost estimate for these part-time classifications should be provided in the Optional Task as listed below.All positions, salaries, and salary grades are authorized through a Salary Resolution adopted by the City Council as part of the annual budget, changes in pay schedules, reorganization, and other actions requiring council action.The current pay plan has not been reviewed in many years and has several issues related to compaction and inequities that have developed over the years. The City is interested in updating its pay plan to attract and retain quality staff, provide salaries commensurate with assigned duties, provide justifiable pay differentials between individual classes, and maintain a competitive position with comparable agencies in the area. 3.
