Sealed proposals for Temporary Staffing Services will be received at the City of Corvallis, Human Resources, 501 SW Madison Avenue, Corvallis, OR 97333. These services will be utilized when an Oregon Forward Program vendor is unable to fulfill the City’s temporary staffing needs. The RFP document may be examined or obtained for no charge at the City of Corvallis City Hall, 501 SW Madison Avenue, Corvallis, OR 97333, or by downloading the document from http://www.publicpurchase.com. All who are known by the City to have received a complete set of the document will receive notification when additional items are posted to http://www.publicpurchase.com . Partial Scope of Work (to see full SOW, please review the RFP document) : The awarded vendor will work with the City’s Human Resources Department. All City Departments may utilize these temporary staffing services. 1.1. Temporary Staffing Services 1.1.1. Contractor to keep an up-to-date list of positions and related job descriptions available to the City. 1.1.2. Personnel . Contractor will be responsible for selection and hiring of personnel qualified for the work. 1.1.2.1. Contractor to perform background checks on all Temporary Workers. The background check must include a search of no less than seven (7) years of database history, unless prohibited by law, in which case the duration of the search will be the maximum number of years. It must include local, state, and national criminal databases and all accessible sex offender registries. Any person who is on a sex offender registry or has a record of a felony conviction within the pervious seven (7) years may not be assigned to the City. A record of conviction of any of the following within the previous seven (7) years will also disqualify a person from being assigned to the City: Crimes involving driving under the influence of alcohol or controlled substances; Sexual offenses, or Crimes involving physical harm or attempted physical harm to a person. Contractor or its agent must maintain records of a criminal background check for a period of at least two (2) years. For purposes of this section, the term “conviction” includes convictions, bail forfeitures, and other final adverse findings. 1.1.3. Contractor will require and ensure that each Temporary Worker to have and maintain all required Oregon driver’s licenses, endorsements, medical certificates, and other Oregon Division of Motor Vehicles (DMV) required driver qualifications. 1.1.3.1. Contractor must conduct three-year pre-employment DMV checks of all personnel hired out to the City and check DMV records annually for accidents, vehicle code violations, and valid driver’s licenses. 1.1.4. Contractor is responsible for all investigations pertaining to grievances or complains filed by or against the Temporary Workers it provides. 1.1.5. Contractor will be solely responsible for the satisfactory work performance of all employees as described in this contract orany reasonable performance standard established by the City. 1.1.6. Contractor will hold City harmless from any liability, damages, claims, costs, and expenses of any nature arising from alleged violations of personnel practices. 1.1.7. Temporary Worker to be required to wear uniform acceptable to the City. Upon notice from the City concerning the conduct, demeanor, or appearance of Temporary Worker not conforming to the City’s standards, Contractor will take all steps necessary to remove or alleviate the cause of the objection. While off duty, unless awaiting an imminent start of schedule, Temporary Workers will not be in uniform that identifies them as working for the City. 1.1.8. CDL Driver/Heavy Machinery specific: 1.1.8.1. Prior to hiring safety sensitive personnel, Contractor will perform criminal background checks on all Temporary Workers assigned to the City (see 2.1.1.1 for related requirements) 1.1.8.2. Prior to hiring safety-sensitive personnel, Contractor will perform required FMCSA Clearinghouse query and ensure drivers have a result of “not prohibited,” will perform pre-employment drug screen, and employment safety history inquiry. 1.1.8.3. Contractor must perform required annual FMCSA Clearinghouse query. The Contractor must notify the City of the results of such checks and any corrective actions taken. 1.1.8.4. Contractor must comply with regulations as required by the Federal Motor Carrier Safety Administration (FMCSA) and Oregon Department of Transportation (ODOT). Contractor must submit to the City a copy of its Drug and Alcohol Policy and program meeting FMCSA and City requirements. Other information regarding the Contractor’s surveillance program must be made available to the City upon request and in accordance with Federal law and City policy. Any part of the policy that is held to be unenforceable will not affect the other provisions of the policy.
