This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03. This solicitation is being set-aside for Small Business (SB). The associated North American Industrial Classification System (NAICS) code for this procurement is 811210, with a small business size standard of $34.0 Million. The FSC/PSC is J065. The VA Greater Los Angeles Healthcare System (VAGLAHCS) is seeking a contractor to
certified and licensed contractor to inspect and repair medical air, oxygen, dental air, operating nitrogen, medical vacuum, monitoring and alarm systems for medical gases. After the repairs, the contractor shall also provide certification for use. Technicians are required to be ASSE 6040 certified. Contractor shall also provide emergency on call repairs as needed. Services will be provided at the West Los Angeles Medical Center (WLA VAMC), 11301 Wilshire Blvd, Los Angeles, CA 90073-1003, the Los Angeles VA Clinic (LA ACC), 351 E Temple St., Los Angeles, CA 90012-3328, and the Sepulveda VA Medical Center (SACC), 16111 Plummer St., Sepulveda, CA 91343-2036. All interested companies shall provide quotations for the following: Supplies/Services The contractor shall provide all labor, materials, supplies, tools, equipment, parts, software (needed for the general operation of the equipment), travel, ICRA Barriers, supervisors, and qualified personnel to accomplish the tasks outlined in this SOO. Contractor is responsible for all subcontractors required to complete reports. All work shall be performed during normal hours unless otherwise approved by the COR or his/her designee. Contractor to provide service to all medical gases and locations listed: Medical Gas System Maintenance / Testing for VAGLAHCS: Medical air filter changes in the interstitial of building 500. Dental vacuum line flushing every 6 months. Vaporizer changes on the bulk oxygen tank system Weekly. Service to medical air compressors, Instrument Air compressor, Vacuum Pumps and Dental Air compressors. Location of these units is building 501. Report of annual service rendered shall be provided. There must be a technicians required to adequately perform tasks on-site at least three days a week Contractor to be awarded contract must have multiple ASSE 6040 certified technicians (minimum of six techs) located within 2 hours of the facility to respond to any emergency service need within those two hours. Contractor to be awarded shall also have multiple ASSE 6030 (minimum of three techs). There shall be a 24 hour/day 7days a week response to emergency service needs to include all holidays. Annual preventative maintenance inspection report shall be provided using the most current applicable NFPA 99 as a guideline. The reports shall include a system performance summary, source evaluation report according to applicable NFPA 99 CODE, and pictures of the following systems: Oxygen, Medical Air, Vacuum, Nitrous Oxide, Nitrogen, Carbon Dioxide.
