The State of Delaware invites vendors to submit their capabilities and interests relative to this Request for Information (RFI). The State of Delaware may reference this material as indicative of industry capabilities and in the event the State of Delaware issues a Request for Proposal (RFP), the State may use this material to facilitate the development of the RFP or the establishment of standards and policies. STATEMENT OF NEEDS DHSS’s current website is not accessible, user-centered, or easily navigable, and it is hard to update, which has led to frustrated

users. The content across the eleven divisions lacks a consistent voice and style, and the experience feels inhumane. DHSS seeks to modernize our website to make it accessible to all and easy to navigate so that we can help users connect with services, information, resources, and benefits. DHSS wishes to partner with a vendor who demonstrates strong knowledge and understanding of: · Conducting user research to gather information as to what is most important in creating a service-oriented website for customers. · Performing an audit of the existing website (Delaware Health and Social Services - State of Delaware) to identify sections that can be removed, revised and reorganized for new content. · Creating a new website design including style guide, templates, color scheme, and incorporation of the DHSS logo. · Developing, testing and implementing a user centric website design and content structure that has accessibility in mind. DHSS intends that the software delivered under this task order will be committed to the public domain. The Contractor will have to obtain DHSS permission before delivering software under this task order that incorporates any software that is not free and open source. The Contractor must post all developed code to a Git repository designated by DHSS. The set of preliminary user stories set forth below will be the starting point for the development of software to be provided under this RFI. These preliminary user stories are provided only for illustrative purposes, and do not comprise the full scope or detail of the project. The Department of Health and Social Services expects that the Contractor will work closely with the Product Owner to perform regular user research and usability testing and to develop and prioritize a full gamut of user stories as the project progresses.
