Fermi Research Alliance, LLC (FRA) intends to acquire professional services from one or more law firms to provide legal advice, support, and counsel to the Fermi Research Alliance, LLC (FRA) Office of General Counsel regarding a variety of Construction Law matters, as more fully described in RFP 297073-KD.Subcontract Type:A Labor Hour subcontract will be awarded to that responsible offeror whose proposal represents the best value after evaluation in accordance with the factors in this solicitation.Basis for Subcontract Award:THIS IS A BEST VALUE SOURCE SELECTION. PROPOSAL EVALUATION FACTORS ARE MORE IMPORTANT THAN PRICE. Award will be made to that Offeror whose proposal contains the combination of technical factors offering the overall best value to FRA. This will be determined by comparing differences in the value of technical and/or management features with differences in price. FRA is more concerned with obtaining superior technical or management features than with making an award

at the lowest overall price. However, FRA will not make an award at a significantly higher overall price to achieve slightly superior technical or management features.Base Term: The Base Subcontract period of performance will be December 1, 2019 through November 30, 2021.Unilateral options may be exercised for the following terms:Option 1, the term shall be December 1, 2021 through November 30, 2022.Option 2, the term shall be December 1, 2022 through November 30, 2023.Option 3, the term shall be December 1, 2023 through November 30, 2024.IMPORTANT--In order to prepare for source selection activities, FRA requests that offerors who intend to submit offers for this acquisition complete the Proposal Intent Response Form (Exhibit 1) included in the RFP and submit via email to kduke@fnal.gov by close of business on 9/12/2019. Contact Information: Karl D.
