The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a Delivery Order under a Basic Ordering Agreement (BOA), with Collins Aerospace, 400 Collins Road NE, Cedar Rapids, IA 52498-0505 to provide technical, programmatic and engineering support for Flight Management Function Application Integration for the T-45.This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Collins Aerospace is original developer of the Flight Management System and retains all data rights; making them the only company that has the ability, resources, technology and documentation necessary to perform this effort.This synopsis is not a Request for Proposal. This notice outlines the Government’s intent to contract on a sole source basis with Collins Aerospace. No contract will be awarded on the basis of offers received in response to this notice.
