Notice of Intent to Increase Ceiling on N66001-21-D-0008

Naval Information Warfare Center (NIWC) Pacific intends to award a sole source cost-plus-fixed-fee contract modification to increase the contract ceiling on N66001-21-D-0008, awarded to Noblis MSD. This contract provides engineering, technical and programmatic services for networking, communication, and computer systems, and associated certification and information assurance for developments, current operations and planned upgrades. The applicable North American Industry Classification Systems (NAICS) Code is 541330, Engineering Services. The current contract will expire 7 October 2025, and the follow-on competitive source selection is currently in process. The contract action will increase the ceiling by a not-to-exceed amount of $14,882,578.50. The period of performance will not be extended as a result of this action, as this additional ceiling is only is only intended to meet the immediate and urgent requirements until such time that the follow-on contract can be awarded. The Government intends to solicit and negotiate with only the above-mentioned source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The J&A for this action will be posted in accordance with FAR 6.305. This notice of intent is not a request for competitive proposals, nor does it restrict the Government as to the ultimate acquisition approach.
