The Federal Emergency Management Agency intends to negotiate on a sole source basis (IAW FAR 13) with Sparklight, 620 Noble Street, Anniston, AL, as the only responsible source that can provide cable television service to the Center for Domestic Preparedness (CDP), Anniston, AL. Specifically, the contractor shall provide three years (Base plus 2 options) of standard cable service (9/1/2021 – 8/31/2024) to two separate CDP facilities.Sparklight is the current provider of cable television and internet services to CDP. As such, they have an established infrastructure of cabling and outlets throughout the CDP facility, including cabling through inner walls, recessed ceilings, and in-ground conduits. The use of any other cable television service provider would require the substantial duplication of cost for the replacement of the cabling infrastructure. In addition, Sparklight is the only Government authorized cable service provider with a franchise for Anniston, AL. No other cable
service provider is authorized by local ordinance.This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 517311 with a Small Business Size Standard of 1500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
