This is a combined synopsis/solicitation for SharePoint and Configuration Management requirements prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is a request for quote (RFQ). This requirement is being synopsized as an unrestricted acquisition under the North American Industry Classification System (NAICS) code 541618, Size Standard of 15.0 (millions of dollars), PSC code R799.The NAVAIR Missile Defense Agency (MDA) manages detailed information about MDA asset components and capabilities in order to provide a snapshot of the asset configuration at any given time and how that configuration was achieved. Increasing complexity, missing data key to understanding relationships between assets and systems, and process gaps

underscore a need to leverage an ever-current situational awareness and subject matter expertise of technologies that can advance MDA data integrity and information availability.SharePoint will be hosted through Department of Information Systems Department of Enterprise Portal Services (DISA DEPS) and is mandatory that the supporting service must have access to NON-Classified Internet Protocol Router Network (NIPRNET).The Naval Air Warfare Center - Aircraft Division (AIR-2.5.1.11) at Patuxent River, MD has a requirement to advance their current asset and configuration management systems to create consistent structure of information to include configuration items and associated documentation, such as change requests. Universal retrieval capability is needed to access near-real time configuration information and spare inventories in a timely manner. Confidence in system reports and sufficient data to support the lifecycle replacement program are key performance indicators for execution.The contractor will provide IT support services to improve the MDA Asset Management and Configuration Management processes. The contractor will make use of an existing DISA DEPS site in order to accommodate the configuration management processes to include but not limited to System Configuration, System Inventory, System Change Requests, System Configuration Control Board Functions, Maintenance, Engineering Proposals/Development, Support Travel, Support Expenses (materials), and Logistics.The contractor must show experience working with DISA DEPS and Configuration Management experience with MDA and NAVAIR SharePoint services.Contractors shall provide Enterprise Support, Program Management, SharePoint Architecture, and Configuration Management Support as detailed in the Statement of Work attached.CLIN 0001 - Labor (Level of Effort Pricing)- four (4) FTEs (Project Lead, SharePoint Developers, and Graphics Interface Developer).-Provide Labor Position, Labor Category, Rates, Total CostCLIN 0002 - Other Direct Costs (Travel)IMPORTANT: The contractor is required to have NIRPRNET access in order to access a DISA SharePoint Site. The contractor is required to have an established NMCI connection. The contractor must show past experience and be familiar with working with DISA DEPS in order to provide configuration management.
