Public Assistance Cost Allocation Plan Evaluation and Redesign

The purpose of this Request for Proposal (RFP) is to identify and select an experienced and qualified Contractor to assist the Iowa Department of Public Health (IDPH) and the Iowa Department of Human Services (DHS) to redesign and consolidate an Indirect Cost Rate Proposal (ICRP) and a Public Assistance Cost Allocation Plan (PACAP). This RFP will allow the opportunity for the Departments to seek outside expertise to evaluate current federal fund claiming methodologies and compliance with federal cost allocation principles. Within this evaluation there is additional opportunity to review selected areas within the organization to improve allocation methodologies, overall organizational efficiency, and appropriately maximize federal funds
