AUTHORITY: The DHA Component Acquisition Executive is issuing this notice for the purpose of Market Research as required by the Federal Acquisition Regulation (FAR) 15.201 and FAR 10.002.  Information gained through this platform will be used to further refine the HEC program.  NOTE:  a

This notice constitutes solely a market research effort as described under FAR 10.002. This notice does not obligate the Government to award a potential contract or otherwise pay for the information provided in response.The Government reserves the right to use results of the communications with industry for any purpose consistent with, and not otherwise prohibited by FAR Part 10. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. However, in no case shall responses to this notice be considered either a response to a solicitation or a submission of an unsolicited proposal, as defined by FAR 2.101.BackgroundThe Defense Health Agency (DHA), Component Acquisition Executive, Program Management - Enterprise Medical Services Division is continuing official market research to validate industry capabilities and experience.  The Government defines HEC services as, “cleanliness, disinfection and aesthetic maintenance of public and patient care spaces within DoD Medical Treatment Facilities (MTFs)”. The Government excludes landscaping and grounds maintenance, supply and laundering of hospital linens, recycled material and regulated medical waste disposal, and other miscellaneous outdoor facility cleaning from this program. Note: For the purposes of this Special Notice the DoD refers to the DHA, Air Force, Army, and Navy.Information/Instructions - The next industry engagement will be the draft request for proposal and an in-person industry day tentatively planned in the next 90-120 days at Wright-Patterson AFB, Ohio.  Information on that will be posted under separate announcement.  Companies are highly encouraged to subscribe for notices in www.sam.gov to be alerted and informed about the future DHA HEC program.    Assessment of previous survey input and state occupational reports from the Department of Labor, the Government believes the DOD HEC services will be best competed, administered and managed in a regional breakout by state/territory groupings.  The 8 regions under consideration are shows below along with the number of Air Force, Army and Navy facilities included in each region: The Government request that capable, interested HEC vendors provide input on the proposed regional concept by completing the DHA HEC survey at the below link to provide your input:https://www.surveymonkey.com/r/DHA_HEC4We are particularly interested in industry’s anticipated state/local challenges, collective bargaining unit impacts as well as any potential performance risks with a regional concept.The Government requests a single survey submission for each interested company.  Please note we cannot limit survey submissions by multiple company representatives as the email address is the unique factor monitored for submission.  Therefore, we request that companies coordinate their response within their organization and ensure only one survey be submitted for your company.  The Government will only review responses captured through this survey link—please do not send responses or capability summaries via email—they will not be accepted by the Government.  DeadlineResponses to this Special Notice HEC Survey are due by 4:00 PM CT on 29 September 2021.Industry DiscussionTelephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.  Questions submitted regarding this platform will not be accepted or acknowledged nor will there be a response.  Individual capability briefs will not be accepted.  Additional Information ​​​​​​​Although free-text responses are allowed in parts of the survey, respondents shall not provide any proprietary, classified, confidential or sensitive information in their response.  All responses will be shared with DHA staff for the purpose of market research.
