This notice does not constitute a commitment by the Government.  All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.The proposed NAICS code for this procurement is 237990 - Other Heavy and Civil Engineering Construction.The US Army Corps of Engineers (USACE) Portland District is searching for Heavy and Civil Engineering Construction Contractors who can provide construction services for Mount St. Helens Spirit Lake Intake Headwall. As part of its market research, USACE Portland District, is issuing this Sources Sought to determine if there exists an adequate number of qualified interested contractors capable of
providing the requirement. The Government may use the responses to this Sources Sought for information and planning purposes.Debris from the 1980 Mount. St. Helens eruption blocked the historic outflow of the lake, and engineers built a tunnel to drain the lake and prevent a catastrophic flood.  A 1.5 mile drainage tunnel was built by the Army Corps of Engineers to drain the lake and prevent a catastrophic flood.  The 35-year-old tunnel needs extensive repairs, and were it to fail, the lake could rise, break through the debris blockage and cause disastrous flooding in the Cowlitz and Toutle valleys.The multifaceted project focuses primarily on Spirit Lake’s drainage issues.   Re-establishing the road from Windy Ridge to the south shore of the lake would allow access the area to take samples of the debris blockage holding back the lake. It also would make it easier to replace the aging intake gate.  The proposed 3.4-mile access road would be built along an old road used by the U.S. Army Corps of Engineers in the early 1980s that generally tracks along the Truman TrailThe Mount St. Helens Spirit Lake Headwall will include to the following items:• A 3 mile temporary access road including cut and fill road design.• A lake-side barge loading facility consisting of an earthen ramp, and a staging area• Mechanical Dredging from barges or floating work platforms• Construction of and working behind a cofferdam• Replacement of inlet gate, design of slide gate, hydraulic steel structures• Concrete repair to HeadwallThe anticipated magnitude for this project will be between $10,000,000 and $20,000,000.*****UPDATED DATE******The anticipated Solicitaiton release date for this project will be 13 April 2022NO AWARD WILL MADE FROM THIS INITIAL NOTICE.
