Public Notice (PN) Date: January 26, 2023 PN Reference Number: POA-2009-00791 v1.0 PN Expiration Date: February 15, 2023 Waterway: Lampert Lake Any applicant for a federal license or permit to conduct an activity that might result in a discharge into navigable waters, in accordance with Section 401 of the Clean Water Act (CWA) of 1977 (PL95-217), also must apply for and obtain certification from the Alaska Department of Environmental Conservation that the discharge will comply with the CWA, the Alaska Water Quality Standards, and other applicable State laws. Notice is hereby given that a request for a CWA §401 Water Quality Certification of a Department of the Army Permit application, Corps of Engineers’ PN Reference Number indicated above has been received for the discharge of dredged and/or fill materials into waters of the United States (WOUS), including wetlands, as described below, and shown on the project figures/drawings. The public notice and related project figures/drawings

Project Name: Volcano Storage Yard ExpansionLocation: The proposed activity is located within Section 22, T. 6s, R. 13w; Seward Meridian; in Kenai Peninsula Borough, Alaska. Project Site (Latitude, Longitude): 59.648319, -151.459544. With potential discharge location as follows: Storage lot expansion 59.646832, -151.459544. Purpose: Provide needed sport and commercial boat and gear storage for the public and industry in the Lower Kenai Peninsula. The existing storage yard is completely full, and requests continue to be submitted for the waiting list. The Volcano Storage Yard is optimally located in proximity to the Homer Spit and Harbor. The lot is mostly level, making it suitable for this type of development.Project Description: The applicant proposes to expand the existing Volcano Storage Yard approximately 66 feet westward from its current extent by placing 2-3 feet of pit run gravel into the area adjacent to the existing storage yard. The 66-foot-wide expansion would extend approximately 400 feet along the entire western margin of the existing pad. The applicant proposes to discharge 2,933 cubic yards of pit run gravel into 0.59-acre of palustrine forested/scrub-shrub wetlands to expand an existing parking and storage pad. Fill would be placed at a depth of two to three foot to match the elevation of the existing storage yard. The entire project would consist of a gravel storage pad expansion and there are no plans to erect any buildings on the expansion. After reviewing the application, the Department may certify there is reasonable assurance the activity, and any discharge that might result, will comply with the CWA, the Alaska Water Quality Standards, and other applicable State laws. The Department also may deny or waive certification.The permit application and associated documents are available for review.
