The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for solid waste disposal.  The FAA contemplates award of an Indefinite Delivery/Requirements type contract for a 1-year base period with four 1-year option periods. The Contractor shall provide all management, tools, equipment and labor necessary to ensure that solid waste disposal services are performed at Mike Monroney Aeronautical Center (MMAC), and other FAA leased facilities; located in Oklahoma City in a manner that will maintain a satisfactory, appropriate facility condition and present a clean, neat and professional appearance. All work performed by the Contractor shall be performed in accordance with (IAW) all applicable laws, regulations, instructions, and commercial practices.  The Contractor may utilize their own industry means, methods, and resources as appropriate and necessary to obtain the required level of service as requested providing such
methods do not damage property, unduly disrupt building occupants, cause safety hazards, imperil health or otherwise cause undesirable conditions or results. A technical, as well as cost, evaluation will be conducted to make an award decision based on Lowest Price/Technically Acceptable (LPTA). Your attention is directed to Sections L and M of Screening Information Request (SIR)/Request for Offer (RFO) 6973GH-22-R-00201 for instructions for preparation and submission of proposals. THIS PROCUREMENT IS FULL AND OPEN COMPETITION.  The NAICS code applicable to this requirement is 562111 Solid Waste Collection.  The business size standard for this NAICS is $41.5 million.Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers (November 10, 2021).  Reference AMS Clause 3.3.1-33, paragraph (d), “if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.”Proposals must be received electronically by the FAA Contracting Officer, kimberly.sites@faa.gov, no later than 3:00 p.m. CT, November 10, 2022. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 3:00 p.m. CT, November 10, 2022, will not be considered.  In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award.This SIR/RFO is not to be construed as a contract or a commitment of any kind.  The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.Any questions or concerns pertaining to this SIR or the requirement within should be sent in writing to the contracting officer at kimberly.sites@faa.gov.  All questions must be received by 3:00 p.m. CST on October 24, 2022 to ensure adequate response time. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts.
