This is a Sources Sought announcement and is for information purposes only.  THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS.  NO SOLICITATION IS CURRENTLY AVAILABLE. The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD), in cooperation with the National Park Service (NPS), is proposing to rehabilitate the northern section of the George Washington Memorial Parkway (GWMP) from I-495 to Spout
Run Parkway in Fairfax and Arlington Counties, VA.  As part of our due diligence, we are reaching out to material source and quarry owners to assess whether quarried stone similar in type and appearance to the stone used to construct the existing historic stone masonry guardwalls within the project limits may be available in the estimated quantities.This notice does not solicit proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.Pursuant to 48 C.F.R. Part 10, the Government is conducting market research to determine if material sources exist to satisfy the Government’s requirements listed below.Background of ProjectThe purpose of this project is to reconstruct approximately 7.5 miles of the GWMP between Spout Run and the I-495/Capital Beltway.  The work includes replacing designated stone guardwalls and concrete bridge median barriers with concrete-core guardwalls with stone-facing.The EFLHD anticipates advertising and awarding a design-build contract in Fiscal Year 2021.  Construction is tentatively proposed for Fiscal Year 2022 and is expected to last three to four years.Description of Material NeededThe project includes reconstructing or rehabilitating the existing stone-faced guardwalls.  It is anticipated that additional stone will be needed for this work.Characteristics of the Stone Material Needed: The GWMP roadside is characterized by mortared stone guardwalls that have been constructed at many locations along the entire length of the road.  Using rough cut native rock of varying sizes and shapes, ranging from some as large as the height and depth of the walls to intermediate sizes to others being small in-fill size, the walls were assembled in a manner to suggest a rustic stacked stone wall exhibiting a random geometry of the small, medium, and large rock.  These historic stone masonry guardwalls were constructed of locally quarried rock, chiefly mica-schist ranging in color from blue- to green-gray, and brown to tan.  The majority of the original material was provided in the 1950s and 60s by the Tri-State and Stoneyhurst quarries in Potomac and Bethesda, MD.  The stone furnished for the planned rehabilitation project must be similar in color and texture to the stone used in the historic stone masonry guardwalls, and conform to the following:TypesMica-schist – 100%ColorsGrayBlue-GrayGreen-GrayBrownTanSize range. 4”(W) x 12”(H) x 7”(D) (minimum) to 12”(W) x 27”(H) x 9”(D) (maximum)Conceptual Volume Stone Material Needed:The current design estimates up to 2,500 cubic yards of additional stone will be needed for the proposed improvement.Government Furnished InformationCharacter of George Washington Memorial Parkway GuidewallsGWMP Map location of sample historical wallsRequested Content of Responses to this Sources SoughtWe are interested in your participation to assess whether your material source can provide the needed materials and satisfy the stone requirements of the NPS.  Include the following information with your response:Color photographs of representative stone illustrating the range of colors available.Material certification on the quality and classification of stone produced at the quarry.Forecast on how much material is still within your current pit development plan. PAGE LIMIT: The capability statement shall be no more than 6 pages in length, single-spaced, with font sized 12 or larger using Times New Roman or Arial. The minimum font size for charts shall be 10 points. Margins (Top, Bottom, Right and Left) no smaller than 1” (headers and footers are allowed in the margins) page size shall be no greater than 8.5” x 11.” Submission shall be provided in electronic format readable and searchable by Adobe Acrobat or Microsoft Word.  NOTES:This is a sources sought announcement to conduct market research.
