Supply and Delivery of Hydrogen Gas to DOE/NETL Morgantown, WV site location

The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing the following Request for Quote (RFQ) to small business vendors for the requirement to supply and deliver hydrogen gas to NETL site location in Morgantown, WV per the attached Statement of Work (SOW). This requirement is a total small business set-aside. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a vendor that is not a small business will not be considered for award.SITE VISIT:An organized site visit has been scheduled for Monday, December 14, 2020 at 11:00 AM ET at the NETL Morgantown, WV site location to allow vendors to survey the planned equipment locations in order to assist interested vendors in determining the equipment, supplies, labor, etc. being quoted under this requirement.Participants must pre-register for the site visit no later than 11:00 AM ET on Thursday, December 10, 2020. after the due date and time may not be accepted. Refer to solicitation clause FAR 52.237-1 -- SITE VISIT for more information and the instructions to register.SUBMISSION:Interested vendors are strongly encouraged to submit their quotation using the “Specs-Pricing Worksheet” template attachment and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net, by the due date and time indicated in Block 10 of the RFQ SF-18.  The vendor's quotation may also be accepted via email to the Purchasing Agent assigned to this requirement, Lora Stumpf, at stumpf@netl.doe.gov. If submitting a quote via FedConnect, please do not also submit via email. Questions relating to this solicitation must be submitted in writing to stumpf@netl.doe.gov by 2:00 PM ET on Tuesday, December 15, 2020. At NETL’s discretion, NETL may provide written responses to the questions as appropriate. Any such responses will be posted by NETL via an amendment to the solicitation.EVALUATION:Selection will be based on the small business vendor’s quotation that is considered technically acceptable with the lowest firm-fixed price quote. To be considered for evaluation, vendors must quote on all items/services listed in the solicitation per the attached SOW requirements.The Government anticipates issuing a single award from this RFQ. As applicable, shipping terms are FOB Destination. Vendors shall submit descriptive literature detailing features, technical capabilities, and warranty data, as necessary.
