NOTICE OF PROPOSED CHANGES ON REAL ID MODERNIZATION, COMMERCIAL DRIVER LICENSE SKILLS TESTING AND ODOMETER DISCLOSURE, IN THE REGULATIONS OF DIVISION OF MOTOR VEHICLESBRIEF DESCRIPTIONThe Division of Motor Vehicles proposes to change regulations in Title 2, Chapters 90 and 92, to update the social security card verification process, commercial driver license skills testing, and odometer disclosure statements for vehicles 10 years or older.The Division of Motor Vehicles proposes to adopt regulation changes in Title 2 of the Alaska Administrative Code, updating the social security card verification process when issuing REAL ID compliant driver licenses and identification cards, commercial driver license skills testing and odometer disclosure statements for vehicles 10 years or older, including the following:
2 AAC 90.570(h) is proposed to be amended by removing the document verification requirements   for social security numbers and referring to 2 AAC 90.580(d) which brings the
process in line with federal requirements for social security verification.
2 AAC 90.210(m) is proposed to be amended by removing the ability to bank passed portions of commercial driver license skills tests and requires the skills test to be administered and successfully completed in a specified order.

2 AAC 92.220(e)(3) is proposed to be amended by updating the age of a vehicle not required to submit an odometer disclosure statement to bring it in line with 49 CFR Part 580.You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to Jayson Whiteside at 3901 Old Seward Highway, Suite 101, Anchorage, Alaska 99503. Additionally, the Division of Motor Vehicles will accept comments by electronic mail at
jayson.whiteside@alaska.gov. Comments may also be submitted through the Alaska Online Public Notice System, by accessing this notice on the system and using the comment link. The comments must be received not later than 5:00pm on August 27, 2021.You may submit written questions relevant to the proposed action to Jayson Whiteside by email (
jayson.whiteside@alaska.gov), or by mail at 3901 Old Seward Highway, Suite 101, Anchorage, Alaska 99503. The questions must be received at least 10 days before the end of the public comment period. The Division of Motor Vehicles will aggregate its response to substantially similar questions and make the questions and responses available on the Alaska Online Public Notice System and
