*****Amendment 0002 is hereby issued to change the POC information for proposal submissions and to make a couple of clarifications.*********This amendment is going to post Amendment 0001 of Solicitation H9821022R0001 to include amended Attachment 1 - Sample Task 1 PWS, and amended Attachment 4 - Pricing Sheet, as well as the answers to all questions submitted.*******THE DUE DATE FOR PROPOSALS HAS BEEN EXTENDED TO 13 OCTOBER 2022.  ANSWERS TO ALL QUESTIONS WILL BE POSTED SOON*****THE GOVERNMENT IS CURRENTLY GOING THROUGH ANSWERING ALL QUESTIONS SUBMITTED AND ONCE POSTED WILL EXTEND THE DUE DATE FOR PROPOSALS.**The Defense Human Resources Activity Enterprise Operations Center (DEOC) Enterprise Acquisition Division (EAD), on behalf of the Defense Personnel Analytics Center’s (DPAC) Office of People Analytics (OPA) through its Joint Advertising, Market Research and Studies (JAMRS) program is issuing this solicitation using full and open competition in accordance with FAR Subpart 6.1,using the procedures at FAR Part 12 and FAR Part 15.  The contract will be a single award Firm-Fixed Price (FFP) Requirements Contract with a five year ordering period and a one-year option.This requirement is to perform full-service Integrated Marketing and Advertising services. These include advertising, direct marketing, leads and marketing database certification and management, integrated media negotiation and buying (to include national TV, nonlinear TV, digital, and social media), website development and maintenance, interactive (digital) marketing, public relations, and brand strategy/research. These services shall complement and support the highly specialized recruiting and retention efforts of the Military Services (i.e. Army, Marine Corps, Navy, Air Force, Space Force, Coast Guard, and their Active, Guard and Reserve
