In addition to the physical impacts of COVID-19, the pandemic has also had a devastating impact on Maricopa County residents who live with a disability. The impact is compounded for individuals who also belong to more than one marginalized community. According to the Administration for Community Living, adults with physical disabilities who also identify as older adults, Black, Native American, Hispanic, and/or residents of homeless shelters were overrepresented among
U.S. COVID-19 patients requiring hospitalization. In addition, according to a study funded by NIH, children with special needs experienced regression in development when special education activities could not be carried over into family and caregiver routines during the COVID-19 pandemic. Using CDC Health Disparities grant funding, Maricopa County Department of Public Health would like to contract with agencies serving adults and/or children with disabilities to identify either new opportunities or expand existing initiatives. Initiatives should address at least one of the following deliverables: Better prepare the disability community for future emergencies such as pandemics including ensuring that individuals have properly maintained equipment necessary to meet basic needs Support COVID recovery, the post-emergency phase of the pandemic Address vaccine hesitancy and/or increase COVID-19 vaccination rates Increase partnerships with community-based organizations Update data infrastructure to better track key demographics; develop strategies to better report data on minoritized communities; data modernization Increase trust amongst participants to ensure seamless communication of public health information to historically marginalized groups Strengthen agency infrastructure by building or expanding an inclusive workforce Update communications/processes/systems to be culturally and linguistically appropriate Any initiative which would significantly eliminate or reduce COVID-19 related health disparities within the disability community MCDPH requests proposed budgets not exceed $500,000 per entity; however, we reserve the right to accept and award any proposal exceeding this amount if it is determined to be in the best interests of Maricopa County. Upon request, MCDPH may authorize limited advance payments to be made to Contractors who do not have sufficient capacity to purchase needed materials ahead of time. This request, including the amount of money necessary to begin project work, needs to be clearly detailed in the project proposal and budget. If multiple advance payments will be required, please include a detailed payment and purchase schedule as well. If no payment or purchase schedule is included in the proposal, compensation will be on a cost-reimbursement basis and contractors may invoice as often as needed with the final invoice due no later than May 31, 2024. All work shall be completed and documented in a final report that shall also be due on May 31, 2024. MCDPH reserves the right to award to multiple Contractors and to add additional Contractors, at the County’s sole discretion, in cases where the currently listed Contractors are of an insufficient number or skill set to satisfy the County’s needs. MCDPH reserves the right to award to those Contractors most advantageous to the County. This RFP is supported by funds made available from the Centers for Disease Control and Prevention, Center for State, Tribal, Local and Territorial Support, under OT21-2103. The contents of this document are those of the authors and do not necessarily represent the official position of or endorsement by the Centers for Disease Control and Prevention. All contracts are required to undergo CDC Approval prior to award. This may cause a delay in awarding contracts and/or require changes to proposals based on CDC Feedback. †̄ If additional funds become available, any award resulting from this solicitation may be amended and/or extended based on the need for continuous services as well as satisfactory Contractor performance. Any additional deliverables or changes to the scope of work and/or compensation amounts, shall be subject to negotiation and approved by all parties.
