This is a SOURCES SOUGHT notice for market research purposes only.The U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) is seeking all interested sources capable of providing human diagnostic and laboratory services in support of the National Bio and Agro-Defense Facility (NBAF) in Manhattan, Kansas. The contractor shall have availability to perform diagnostic and laboratory services on an as-needed basis Monday – Friday, from 7 a.m. to 5 p.m.  Services include, and are not limited to, the following:Transporting human specimens collected on-site by the Government from NBAF to the contractor’s facility, performing diagnostic and laboratory services, and submitting test results/reports.Performing specimen collection off-site at the contractor’s facility, performing diagnostic and laboratory services, and submitting test results/reports.Obtaining specimen samples from USDA personnel off-site, at the contractor’s facility, to test for anti-rabies
virus antibody levels using the Rabid Fluorescent Focus Inhibition Test (RFFIT) method, performing diagnostic and laboratory services, and submitting test results and reports.Obtaining specimen samples at the contractor’s facility from USDA personnel who have been administered an Investigational New Drug (IND) to test for antibody levels and/or other pertinent biological indicators, performing diagnostic and laboratory services, and submitting test results/reports.The contractor’s facility for specimen collection, testing, and analysis must be located within 20 miles of NBAF location (1980 Denison Ave., Manhattan, KS 66502), and must be Clinical Laboratory Improvement Act (CLIA) certified. The Contractor will be required to adhere to 42 CFR 493.1242 (Medicare, Medicaid, and CLIA Programs; Laboratory Requirements Relating to Quality Systems and Certain Personnel Qualifications) standards, Health Insurance Portability and Accountability Act (HIPAA), Health Information Technology for Economic and Clinical Health (HITECH) Act, and Privacy Act of 1974 standards and requirements.The Government contemplates a firm-fixed-price indefinite delivery indefinite quantity (IDIQ) type contract with a base year and four option years. Services are anticipated to begin in September 2022.All interested parties are invited to submit capability statements. Industry feedback on all aspects of the planned procurement is encouraged. The following outline is recommended for capability statements (10-page limit):Business name, address, UEI (SAM), GSA contract # (if applicable)A statement of capability which demonstrates the ability to perform these services, including ability to perform services at a contractor CLIA certified laboratory located within 20 miles from NBAF. Include a description of the aspects of this project your company is capable of self-performing as a prime contractor.Examples of relevant past performance. Include dates, dollar amounts, description of services performed, point of contact.The acquisition strategy has not yet been determined. USDA APHIS reserves the right to determine if a small business set-aside is appropriate based upon the capability information provided in response to this notice, and other pertinent information gathered by the contracting officer. Respondents should ensure the information provided is detailed, current, accurate, and complete.This notice does not constitute a solicitation. This invitation for capability statements is for planning purposes only. Response to this notice is strictly voluntary. The Government will not reimburse any party for its participation in this effort. Information submitted in response to this notice is subject to disclosure under the Freedom of Information Act. Respondents are advised that the Government is under no obligation to acknowledge or provide feedback with respect to any information submitted under this notice. Telephonic requests for information will not be honored.
