The Town of New Milford (Town) seeks the services of a professional environmental engineering consulting firm licensed in the State of Connecticut with LEPs with environmental assessment, investigation and inspection experience to provide property environmental assessment and site inspection services to determine the environmental and structural conditon of the land and building remains for the Hidden Treasures property on West Street in New Milford, CT .The project goal is to to determine the environmental and structural condition of the property as part of an overall plan which include a public park, restoration of the Ruggles/Stilson Mills and Hydro-electric Plant and identification of the earliest mills directly accessible to the Village of New Milford and what, if any, remediation efforts will be required as part of the overall plan to establish a park in the Town of New Milford and to provide property environmental assessment and site inspection services to determine the
environmental and structural conditions of the land and building remains..BackgroundThe Town is soliciting proposals from qualified firms for professional environmental engineering services, under the direction of a Licensed Environmental Professional (LEP), to conduct environmental assessment and investigation of the Town owned Hidden Treasures property on West Street, to include, but not limited to, review of property records, historic documents, site surveys, identification of areas of concern (AOCs), sampling plan preparation and execution and report preparation. This project is being performed under the Department of Economic and Community Development’s (DECD) Brownfield program and shall follow the Connecticut Site Characterization Guidance Document (Effective September, 2007, revised December, 2010); the Connecticut Remediation Standard Regulations Sections 22a-133k-1 through 22a-133k-3 of the Regulations of Connecticut State Agencies (RCSA), adopted January 1, 1996, amended on June 27, 2013 and February 16, 2021; and ASTM Standard Practice for Environmental Site Assessment E-1527-21 as well as all pertinent State and Federal regulations.
