National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) intends to increase the ceiling of the Center Maintenance, Operations, and Engineering (CMOE) contract with Jacobs Technology, Inc. (Jacobs). The current CMOE contract provides critical support services in the areas of research operations, maintenance, and engineering. These technical services include: Research facilities operations for highly specialized wind tunnels, laboratories, test stands, instrumentation calibration/repair; Central utilities operations (e.g., steam, compressed air, electrical power distribution, potable water); Technology development and administration for Facility Automation Systems (FAS) and Data Acquisition Systems (DAS); Research and institutional facility maintenance including preventive maintenance, trouble calls, Reliability Centered Maintenance (RCM), and Integrated Operations Center (IOC) maintenance; and Facility engineering (e.g., design, construction, configuration
management, tactical engineering, pressure system recertification, project management/planning support). Pursuant to 10 U.S.C. 2304 as implemented by FAR 6.302-1, a modification will be issued to increase the total maximum contract value from $742.2M to $822.2M. While the contract’s Statement of Work states that other NASA Centers, government agencies, and industry partners may issue work under the CMOE contract, the original ceiling estimate did not anticipate the level of support that these entities would require. The increased value is essential to enable continuation of specialized maintenance, operations and engineering that Jacobs provides under the CMOE contract until CMOE II procurement (follow-on) is awarded. The period of performance of January 31, 2024, will not be extended as a result of this action. The additional ceiling is to ensure continuity in the performance of these critical essential services provided under CMOE. This notice of intent to increase the CMOE contract ceiling is not a request for competitive proposals. However, interested organizations may submit their capabilities and qualifications in writing to the identified point of contact no later than 3:00 p.m. eastern standard time on March 29, 2023. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
