***********Updated Amendment and Attachments: 11 Feb 2021***********Attached is Amendment 09 which incorporates the updated document, Attachment 02 - MACC IV Section L Rev 07 - 10 Feb2021, which correctly identifies which boxes in the SF1442 need to be filled in.Updates to the attachment are highlighted in green._________________________________***********Updated Amendment and Attachments: 8 Feb 2021***********Attached is Amendment 08 which incorporates the updated document, Attachment 02 - MACC IV Section L Rev 06 - 8 Feb2021, which removes the requirement for paper copy proposal submission.  Due to continuing confusion on when paper copies were supposed to be submitted paper copies are no longer required.  Please notify us if you have already sent your paper copies so we may return them to you (at Offeror's expense) or securely dispose of them.Updates to the attachment are highlighted in green.____________________________________________***********Updated Amendment and Attachments:
4 Feb 2021***********Attached is Amendment 07 which updates the following documents:Attachment 02 - MACC IV Section L Rev 05 - 3 Feb 2021Attachment 03 - MACC IV Section M Rev 05 - 3 Feb 2021Attachment 05 - MACC IV Sample Project SOW Rev 05 - 3 Feb 2021Changes have been made to paragraph references, and paragraph 2.9, Bay 2 Concrete Door Replacement - Alternate Design, has been removed from the SOW.  Changes in the documents are highlighted in green.Q1.The Sample Project SoW makes it sound like the government would like a Base Bid and an Option Bid for the replacement of the concrete door.  However, there doesn’t seem to be anywhere to capture this optional cost in the proposal.  How would the government like us to capture both costs?A1. The Sample Project SOW has been updated to remove paragraph 2.9.  Sections L&M have removed the reference to this paragraph in Subfactor 4 as well.  Offerors are not to provide concrete door product data for an alternate concrete door, nor are they to price it in their proposal._____________________________________________***********Updated Amendment, Attachments, and final Q&As: 2 Feb 2021***********Attached is Amendment 06 which updates the proposal due date from 8 February 2021 to 11 Februrary 2021 at 2:00 p.m. MST.  In addition this amendment updates Attachment 02 MACC IV Section L to Rev 04 - 1 Feb 2021 and Attachment 05 MACC IV Sample Project SOW Rev 04 - 1 Feb 2021.  Changes are highlighted in green.Final Q&AsQ1.     It is still unclear whether or not the Sample Project CQC Plan is unlimited or included in the 100-page limit (subfactor 4). Is the Sample Project CQC Plan unlimited pages? All the past Q&A responses have not clearly answered the questions in regards to the Sample CQC Plan page count.A1.     The page limits have been revised – See changes in Section L Rev 04.  The Milestone Schedule and CQC plan were originally included in the 100 page limit for Subfactor 4; however we have revised it to include exclude the Milestone Schedule and CQC Plan from the page count.Q2.     The CQC Plan is IAW Sample Project SOW 5.5 does this include the below header “PROPOSAL DOCUMENT PREPARATION”, which then starts with 5.5 (again) – 5.10?     a.     5.9 requires specifications – specifications can be up to 700-800 pages. Specifications are usually started and provided at the 35% - 60% design. Are full specs required or only the Specification Table of Contents as noted in Sample Project SOW 6.2.3?     b.     5.10 Real Property Documentation – DD Form 1534. This is usually provided with owner input at the 35% - 60% design. Are we to just incorporate this form and note that it will be provided at the 35% - 60%?A2.     a.     The Sample Project SOW has been updated and the previous paragraph 6.2.3 has been removed.  Specifications are not required as part of the proposal submission.           b.     The Sample Project SOW has been updated to better reflect that previous sections 5.5-5.10 which are now sections 6.1-6.6, are for general documentation preparation, not specifically for proposal preparation.  Please refer to Sections L&M for proposal submission requirements.Q3.     Subfactor 4 – 100 page limit will not suffice for the CQC Plan, drawings, design analysis, preliminary calculations, individual plan narratives, specs, etc. Can you please clarify what is included in the 100-page limit?A3.      The page limits have been revised – See changes in Section L Rev 04.Q4.     In a previously submitted question ask about the posted sign photo indicated in section 2.5.2 of the SOW.  We have reviewed the amendment documents numerous times and have not found this photo.  This section of the SOW indicates that this posted sign will indicate the blast criteria for the building.  Please provide this photo of the sign or indicate where it may be found in the amendment documents.A4.     The Sample Project SOW has been revised to remove the reference to the photo.  All the information necessary for proposal submission is available within the paragraph itself.___________________________________________***********Updated Amendment & Attachments: 26 Jan 2021***********Attached is Amendment 05 which updates Attachment 03 MACC IV Section M to Rev 04 which removes the accounting system paragraph (was 3.1.5) to match with Attachment 02 MACC IV Section L Rev 03 that was posted on 25 Jan 2021.  This change is highlighted in green.___________________________________________***********Updated Amendment & Attachments: 25 Jan 2021***********Attached is Amendment 04 which extends the proposal due date from 04 Feb 2021 to 08 Feb 2021 in addition to updating attachments and adding new attachment.Attached several updated and new documents.  Changes to attachments 02, 03, & 05 are highlighted in green.Updated attachments 47 & 48 must be requested through the Bidder's Library. Bidder's Library now consists of attachments 06-48.____________________________________***********Q&As - 22 Jan 2021***********Attached are Q&As dated 22 Jan 2021.  All Questions submitted during times when the Government was specifically accpeting questions have now been answered.  We anticipate final updated documents to be posted on Monday 25 January 2021 with an updated proposal due date.____________________________________***********Updated Amendment & Attachments: 20 Jan 2021***********Attached is Amendment 03 which extends the proposal due date from 28 Jan 2021 to 04 Feb 2021.Attached several updated and new documents.  Changes to attachments 01, 02, 03, 05 & 20 are highlighted in green.Updated attachments 20 & 43-46 must be requested through the Bidder's Library. Bidder's Library now consists of attachments 06-46.____________________________________***********Update - Q&As - 12 Jan 2021***********Attached are Q&As dated 12 Jan 2021.  These Q&As have updates of changes to some Q&As posted on 18 Dec 2020.There are additional questions that were submitted between 11 Dec 2020 and 5 Jan 2021 that we are still working on answering.Updated documents are expected to take a few more days before they are ready for posting.____________________________________**************Amended Solicitation Posting - 11 Jan 2021*****************Attached is Amendment 02 which extends the proposal due date from 21 Jan 2021 to 28 Jan 2021.Questions submitted by 11 Dec 2020 are expected to all be posted by 12 Jan 2021.Questions submitted by 5 Jan 2021 are expected to all be posted by 18 Jan 2021.________________________________________________**************Updated - Q&As - 18 Dec 2020*****************Attached are Q&As dated 18 Dec 2020.  The Government is still working on responding to questions so if you don't see your question answered, please be patient as we work through all of the remaining questions. The RFI Q&A date has been extended to 5 Jan 2021 @ 2:00 P.M.
