Sep 11, 2017 8:24 pm The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for to the repair access road located at Emsworth Locks & Dam, Ohio River, Allegheny County, Pennsylvania and along the access road and parking lots at the West View COOP Site, Allegheny County, Pennsylvania. The general description of the proposed project consists of the construction of aggregate base course. All work shall be performed in accordance with specifications and shall conform to the lines, grades, notes and typical sections shown in the plans. The Emsworth work consists of removing approximately 300 square yards of the existing pavement and construction of new bituminous concrete pavement for the access road. The existing asphalt concrete surface exhibited block and alligator cracking with crack widths exceeding 1‐inch in places. The West View work consists of patching 10-15 potholes (approximately 15 TON), repairing the two 12 foot transverse cracks and sealing
approximately 5,500 square yards of asphalt. The existing asphalt concrete surface exhibited block and alligator cracking, large potholes and two large transverse cracks (approx. 1‐1/2in‐2 wide).

The estimated construction cost for this project is between $100,000 - $250,000.
The solicitation will be posted online through the Federal Business Opportunities website at www.fbo.gov . In order to receive notification of any changes to this pre-solicitation notice, be alerted that the solicitation was posted or that there are amendments to the solicitation, interested vendors must register as such on the FBO.gov website. If you are not registered as an interested vendor, the Government is not responsible for providing notification of the solicitation or any amendments to the solicitation. All documents uploaded with the solicitation are available to be printed by bidders; therefore requests for hard copies of the plans will not be honored. The tentative date for quotes to be received is 21 September 2017. The period of performance for this procurement is anticipated to be 270 days after Notice to Proceed.
This procurement will be set aside 100% for SDVOSB. The NAICS code is 237310 (Highway, Street, and Bridge Construction), the size standard is $36.5 million.
The contractor must be registered the System for Award Management (SAM), have an active account and have completed the Representations and Certification sections prior to receiving a contract award. Initial registration may take a couple weeks. Registration and instructions are available at www.sam.gov -registration is free.
The government anticipates awarding one firm, fixed-price contract to the responsible* bidder whose bid, conforming to the IFB, will be most advantageous to the government, considering only price and price-related factors included in the invitation.
