This amendment is to provide the Evaluation Criteria, Q&As and extended the due date for SF330s to July 21, 2023 @ 3:00 Eastern Standard Time. Evaluation Criteria Criteria 1 Specific Experience Engineering Specific Engineering design of systems experience found in a boiler plant including but NOT limited to the following:Â high pressure steam, boilers, Electrical (3-phase electrical, lighting, data), plumbing, HVAC, security systems, Hazardous Materials abatement, Fuel Systems (natural gas, propane, and Diesel Fuel), Building Management Systems (Controls) and Fire Protection, civil engineering, structural engineering, and freight elevator. Â Â Â Criteria 2 Specific Experience Architectural Specific Architectural design of systems experience found in a boiler plant including but NOT limited to the following: flat roofs, exterior brick replacement or tuckpointing, mediate water infiltration, floors, stairs, physical security, renovation of offices and bathrooms. Â Â Criteria 3
Professional Qualifications Provide the resumes of the specific team members that will perform this work with information that shall include but NOT limited to, relevant project experience, credentials, and education. Project Manager (This person can have collateral duties as an Architect, Engineer, or other person on the design team). Architectural Hazardous Materials HVAC Plumbing Electrical Fire Protection Systems Drafting Team to generate As-Builts (It is possible that this team will have collateral duties as engineers or architects) Criteria VA 4 Design Guide, Code Compliance and Physical Security Provide experience working with the VA design guide, technical information library, physical security design manual, VA Directive 1061 and any other VA Directive, Policy, or code that we follow. Have you ever had a conflict between two or more referenced standards and how did you find a resolution to proceed? Criteria 5 Construction Period Services Specific procedures for managing construction period services including but not limited to: Field Inspections during construction including the final punch list Responding to RFIs Reviewing Submittals Working with the CO and COR on project changes including drafting a scope of work for the contractor, drawings, cost estimates and providing a justification to approve or reject a contractor s proposal. Criteria 6 Location Requirements Knowledge of the local area and ability to be onsite to generate as builts, design the systems and manage construction period services. Criteria VA 7 Past Performance Provide applicable past performance to the Contracting Officer Q&AsIs the intent of the project to replace these building? NO, building 11 and 15 will remain. These buildings will be renovated, updated, and corrected in this design project for a follow-on construction project. This design project will also generate a complete 100% as built documentation drawings for both buildings and ALL systems engineering and architectural. Is the intent to replace the boilers as well? NO, the boilers will remain as they were installed in 2011. There is some work in the scope that directly affects the boilers however the boilers will NOT be replaced. We have done some work in recent years to replace some valves and piping on the boilers. This project is intended to bring our boiler plant to current operational and safety standards. Is this primarily an architectural and structural project to replace buildings, or is it more of a central utility plant to replace the boilers? This project is both architectural and engineering (structural, electrical, mechanical and all other systems). The Boilers will NOT be replaced as they are new as of 2011. We have Architectural issues with the roof, exterior walls, stairs, offices, etc. We have structural issues with water infiltration, and we have electrical and mechanical issues to address. Either an Architect or an Engineer firm could lead this project.   If the scope involves replacing the boiler plant, are there any other utilities which fall under the scope of this project?  We are not replacing the boiler plant however there are utilities in this project that are in scope. We have electrical, plumbing, steam, fuel oil, natural gas, propane, etc. This project is to bring this boiler plant up to current operational and safety codes. We have done projects in recent years to correct some issues in the boiler plant including but not limited to: Emergency shut offs to cut the fuel supply to the boilers, replacing valves, new lights, some asbestos removal, etc. This project will bring our boiler plants to 100% operational potential. What is defined in the scope is NOT 100% of everything, it outlines only what we know the issues are. We are looking for experts to assess our buildings and make corrections in contract documents for a follow-on construction project and provide 100% system operation as builts.
