Response: No, a second NTP will not be issued. Question 5 Posted: 1/26/2023 Question: When actual conditions are different from the geotechnical report/information provided, will the contractor be entitled for additional compensation? Differing Site Conditions. Question 6 Posted: 1/26/2023 Question: Can you provide a website or documentation showing actual existing utilities? Response: Please reference Addendum No. 1 and Attachment I. Question 7 Posted: 1/26/2023 Question: Is an LUP Permit required? If so, can you provide a budget cost for the LUP estimate so we may factor in the bond cost? Response: Yes, an LUP Permit is required. The County is currently working on obtaining the permit and will cover the cost. Question 8 Posted: 1/27/2023 Question: Per specification 331210-2 B 3. Temporary bypass under this specification states to utilize DIP pipe for road crossings & excavation work. Is there reasoning for using DIP pipe and not allowing HDPE butt fused discharge pipe within the excavation. HDPE is recommended for road crossing and excavations. Per specification 331210-7, 2.2, A, 3, G. Specification states that temporary discharge piping shall be rated for a minimum working pressure of 150 PSI. System calculations show at peak MGD & highest elevation change max pressure will be +/- 65 PSI. Response: Pipe material for buried road crossings is based on National Park Services and Arlington County preferences. HDPE DR 11 is an acceptable substitute for using DIP. Due to the extent of the bypass minimum of 150 psi is required. Question 9 Posted: 1/28/2023 Question: What type are the existing MH's where the proposed electric submersible pumps are proposed to be locate. Precast or Brick? Per the drawings it seems that the proposed bypass discharge pipeline is proposed to run in the grass area shoulder between N Oak Street & Interstate 66 (before turning on N Nash Street). What is the intention of the design, to remove the street lights? To remove the existing fence? There is not enough room to run the pipe in the existing median without posing a safety risk to both employees and passenger cars both on Rt 66 & N Oak street. Contractor Proposes running the pipeline on N Oak Street, hugging the shoulder at grade. Existing N Oak street is 15' +/- wide. Response: MH 2956 is Precast. The contractor can elect to remove the Arlington County-owned and operated streetlights above the grass shoulder if necessary and reinstall them upon the sewer rehab work completion. This is preferable over removing the VDOT L/A fence. Alternatively, the County can remove and reinstall the subject streetlights if necessary, between N. Oak St and N. Nash St Question 10 Posted: 1/30/2023 Question: Please clarify as to why MH745 and MH742 are noted that we can not use to launch the liner. Response: As noted on note #3, MH745 is located on private property next to stair lead walks. And MH742 is buried under the jersey wall on the I-66 median. Question 11 Posted: 1/31/2023 Question: Please provide information on the .8 MGD bypass & the 1.7 MGD bypass proposed MH locations. What is rim and invert elevations? Is the MH brick or Pre Cast? Please provide the Diameter of the base in the MH. Response: Information pertaining to the bypass MHs is included in the Record Drawings. The contractor is to field verify all information prior to construction. Bidders may request County permission to access locations, manholes, and features to gather information during the bidding stages. MH 2956 is Precast. Question 12 Posted: 2/2/2023 Question: Are MDOT/MDSHA Traffic Control Certifications acceptable to fulfill the Bid Submittal certification requirement of a VDOT Flagger Certification, or American Traffic Safety Services Association Flagger Certification or any other VDOT-approved flagger Certification? Is the State of Maryland Erosion & Sediment Control Certification acceptable to fulfill the Bid Submittal certification requirement of a VDOT Erosion & Sediment Control Contractor Certification?
