TITLE: MCICOM GF Housing Contract Modification Notice of Intent to Sole SourceDESCRIPTION: The purpose of this notice is to provide the Government’s intent to award a modification on a sole-source basis to Information Systems and Networks (ISN) Corporation, 10411 Motor City Dr Ste 700, for Housing Property Management Services to support the Marine Corps Installation Command (MCICOM) Facilities Directorate (GF) with housing property management services across the regions and installations to support the Marine Corps Unaccompanied Housing (UH) Program. The modificationincreases the existing Building Manager labor category within the remaining portion of Option Year 3 and all of Option Year 4 under contract M95494-20-C-0002 in order to comply with the Fiscal Year (FY) 2024 National Defense Authorization Act (NDAA). A sole source award will be made on the basis of other than full and open competition under the authority of 10 U.S.C.3204(a)(1), as implemented at FAR 6.302-1, Only one
responsible source and no other supplies or services will satisfy agency requirements.MCICOM GF is responsible for managing approximately 724 Unaccompanied Housing (UH) facilities at 26 different locations. MCICOM oversees these facilities and is responsible for providing housing services to the Marines. Presently, the management of the unaccompanied operations is carried out by uniformed Marines. These uniformed managers are temporarily assigned from their units for a minimum of 12 months. During this time, their primary duty is to manage the day-to-day operations of the housingfacility. Per the FY24 NDAA, “the Secretary of Defense and the Secretaries of the military departments concerned may not allow an enlisted member of the Armed Forces or commissioned officer to, as a collateral duty, be designated as a barracks manager or supervisor overseeing, managing, accepting, or compiling maintenance records for any covered military unaccompanied housing at the applicable military installation.” As a result, the proposed modification will replace the active-duty Marine housing staff personnel with contractor support building managers in order to comply with the mandated changes in the FY24 NDAA. These contractor support building managers will support the civilian employee UH Director or Installation Barracks Manager.Additionally, this modification increases the number of building managers by approximately 160 above the current 40 in order to assist the United States Marine Corps (USMC) service members residing in UH and to assume the duties currently being performed by active-duty Marines. The Contractor's continued responsibilities include coordinating housing program activities, providing detailed responses to housing inquiries from both internal and external sources, assisting in the development, analysis, andcoordination of housing requireMents for all personnel, such as permanent parties, students, and recruits, providing background information and advice on housing issues, entering housing data, tracking maintenance requests, following up on resident requests, and offering technical guidance on basic policies and procedures.The modification consists of Firm Fixed Price (FFP) Contract Line Item (CLIN)for labor and a Cost Reimbursable (COST) CLIN for travel. This modification increases the building manager personnel for the remaining portion of Option Year 3, beginning on or around June 14th, 2024 through September 13th, 2024 and all of Option Period 4, beginning September 14th, 2024 through September 13th, 2025. The total estimated value of the contract modification is $19.9 million.This notice of intent is not a request for competitive quotes.
