Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the construction of the New Replacement Community Based Outpatient Clinic (CBOC) VA Pacific Islands Health Care System located at 3215 Kaua i Veterans Memorial Highway Lihu e, Kaua i, Hawai i 96766 PROJECT DESCRIPTION: This project is to provide comprehensive Design Build services to replace the existing Kauai CBOC building. The new building is to be adequately sized based on budget constraints and to meet the current and future requirements of the projected need on the island of Kauai. This work includes complete design and construction services to build the new building with associated utilities, site demolition and utility modifications necessary at the site. This work includes but is not limited to design, demolition, and construction in
specified areas. The proposed CBOC will be approximately 9,150 square feet built using modular construction, with a minimum of 75 vehicle parking spaces equipped with walk-in patient access. ADMINISTRATIVE: The anticipated solicitation will be issued as an RFP in accordance with FAR Part 36.3 Two Phase Design Build Selection Procedures and FAR Part 15 Negotiation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation is anticipated to be issued in Winter 2024. The period of performance is approximately 730 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $5,000,000 and $10,000,000. This notice is not a request for competitive offers.
