40300 Invitation to Bid IB-1 © Quantum Construction Consultants LLC ALL RIGHTS RESERVED INVITATION TO BID The Town of Merrimack, Hillsborough County, New Hampshire is requesting bid proposals for the following project: Souhegan River Pedestrian Trail Transportation Alternatives Program Federal Project No. X-A004(357), 14-15TAP NHDOT Project No. 40300 The Souhegan River Pedestrian Trail is located in the Town of Merrimack, New Hampshire. The project includes construction of a new stone dust surfaced pedestrian trail from the existing Souhegan River Path (SRP) terminus on the northern bank of the Souhegan River, west of U.S. Route 3 to the Town of Merrimack’s existing Watson Park within the Town Center on the eastern side of U.S. Route 3. Approximately 200 LF of the trail will be constructed as an elevated concrete boardwalk within the former impoundment area of the Merrimack Village Dam (MVD). Additional work includes replacement of a severely deteriorated cantilevered sidewalk along
the northern approach to the Chamberlain Bridge, and concrete beam repairs. The Town will award the Contract to only one responsible Bidder, based on the lowest responsive sum of the bid prices. Contractors must have a current registration of good standing with the Office of the Secretary of State to do business in New Hampshire and must be on the NHDOT’s list of prequalified contractors in either the Bridge and or Site classification. Sealed proposals must be received in hand on or before 2:00 p.m., Monday, February 13, 2023 at the Merrimack Town Offices, 6 Baboosic Lake Road, Merrimack, NH, 03054 at which time the bids will be opened and read aloud at the above address. All communications shall be directed to this office. Bidders’ inquiries to meaning or intent of the Bidding Document shall be submitted in writing at least five (5) days before bid date. Bidders must satisfy themselves of the accuracy of the estimated quantities in the Bid Schedule by examination of the site and a review of the drawings and specifications, including Addenda, if any. After Bids have been submitted, the Bidder shall not assert that there was a misunderstanding concerning the quantities of Work or the nature of the Work to be done. All Bids must be made on the required Bid Form. All blank spaces for Bid prices must be filled in, in ink or typewritten, and the Bid Form must be fully completed and executed when submitted. Only one copy of the Bid Form is required. Bids must be accompanied by a bid security in the amount of five percent (5%) of the bid amount. Performance and Payment Bonds, each for 100% of the Contract Bid Price, will be required upon award of Contract. The Town of Merrimack reserves the right to reject any or all Bids, or any part thereof, to waive all formalities or informalities and to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to not be responsible. Any Bid received after the time and date specified shall not be considered. No Bidder may withdraw a Bid within sixty (60) days after the actual date of the opening thereof to permit public funding of the project. Should there be reasons why the contract cannot be awarded within the specified period; the time may be extended by mutual agreement between the Owner and the Bidder.
