Description
Scope of Services
The City desires to obtain a qualified firm to assist the Ontario Planning Department with the environmental determination and documentation for Phase 1 of the Ontario ‘Great’ Park. The selected firm shall have the necessary qualifications and experience in urban planning and California Environmental Quality Act services negative declaration (ND), mitigated negative declaration (MND), or Environmental Impact Report (EIR). The Consultant will prepare an Initial Study (Task 1) to evaluate potential environmental impacts associated with the proposed Project based on the environmental checklist included in the State CEQA Guidelines. The assessment will include (but is not limited to) various topics under current CEQA guidelines and requirements; see Scope of Services for list. Identified impacts shall be designated as significant or insignificant pursuant to the criteria set forth in CEQA (Public Resources Code 21000 et seq.) and the State CEQA Guidelines (California Code Regulations, Section 15000 et seq.). After completing the Initial Study, the Consultant will assist the City by completing a Negative Declaration (ND) or Mitigated Declaration (MND) (Task 2A) to provide a negative declaration or appropriate mitigation measures to reduce impacts to below a level of significance OR complete an Environmental Impact Report (EIR) (Task 2B). If the initial study finds that significant impacts are created by the proposed changes, then an EIR may be required (Task 2B). Upon receipt of the City's comments on the Initial Study, the Consultant will address the City's revisions and comments and finalize the Draft ND/MND or EIR for public release (Task 3) Circulation of Environmental Documents/Determination. The Consultant will respond to public comments received and prepare a Response to Comments document for the Final CEQA document. The Consultant will respond to public comments in the form of a memorandum to the City for review and approval (Task 4). If required, the Consultant will prepare a draft and final Mitigation Monitoring and Reporting Program (MMRP) and submit it to the City for review and approval (Task 5). The Consultant will also attend required Planning Commission or City Council meetings to answer any questions about the CEQA analysis. Assume two (2) public meetings (Task 6). The Consultant will distribute copies of the appropriate document(s) and appropriate notifications to the State Clearinghouse and other responsible public agencies per the State CEQA Guidelines (specifically Articles 6 and 7) after an environmental determination has been adopted by the City Council (Task 7). The City reserves the right to award its total requirements to one bidder, or to apportion those requirements among several Bidders as the City may deem to be in its best interests.

The City has established a local preference to vendors located within the City limits of Ontario a 1 3/4% advantage in the City's determination of low bid, and a 3/4% advantage of vendors outside the City but within the County of San Bernardino.

Award of contract will be made by City Council.

Although price is a factor in selection of supplier(s), award may not be made strictly on the basis of low bid. The City reserves the right to waive any immaterial irregularity in any bid if it is determined to be in the best interest of the City to do so.
This solicitation is a Request for Proposal (RFP), typically subject to negotiation, and as such award is based on multiple criteria of which price is only one element in the City’s best value determination. The RFP solicitation usually requires a Response File rather than line item pricing; therefore, a bid tabulation will not be available. Information regarding proposals is publicly available upon submission of a Public Records Request following award.
