This notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. The procurement may be unrestricted and utilize full and open competition in accordance with FAR 6.1. However, in accordance with FAR 19.502-2 (b) the Contracting Officer will consider a total small business set-aside if market research suggests offers can be obtained from at least two responsible small business concerns at fair market prices. The solicitation will be posted on or after May 01, 2020 and will close about 45 days thereafter. Environment (PIEE) previously known as Wide Area Workflow (WAWF).The Defense Logistics Agency (DLA) Energy seeks potential qualified sources to perform non-personal, Government-owned, Contractor-operated (GOCO) Aircraft & Ground Fuel Services and Storage & Distribution services at Naval Air Station (NAS) Joint Reserve Base (JRB) Dallas/Ft. Worth, TX. The services include management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of NAS JRB Dallas/Ft. Worth, TX.Vendor must provide all personnel, equipment, fuel servicing vehicles, tools, materials, supplies, and supervision necessary to receive, maintain, store, sample and test, internally transfer and issue petroleum products. Vendor will be responsible for all fuel-servicing operations and safeguarding facilities, equipment, and fuel products under its control during normal and adverse conditions. Vendor will issue, defuel, and provide off-station fuel services to aircraft and fixed direct refueling systems. In addition, vendor will perform bulk fuel operations, system inspections, maintenance, quality surveillance, inventory accountability and safeguarding fuel supplies under its control during normal and adverse conditions. Contractor furnished fueling vehicles are required.DLA Energy will award one firm-fixed price contract. Contract awarded will be subject to FAR 52.222-41, Service Contract Act of 1965.
