Bid Description: Through this Request for Proposal (RFP) the Agency of Digital Services, on behalf of the Agency of Education (hereinafter the “State”) is seeking to establish contracts with one or more companies that can provide Dual Enrollment System: 1.1.1. The Dual Enrollment System provides a way for students, secondary and post-secondary voucher coordinators, college administration, and the Agency of Education (AOE) to access and manage the Dual Enrollment Program articulated under 16 V.S.A. Sections 941 and 944. The Dual Enrollment System is an online platform that allows eligible secondary students to create accounts and request vouchers, and it supports the necessary reporting requirements for secondary schools and colleges to support the AOE in legislative reporting and managing the programmatic and financial components of the program. 1.1.2. The Dual Enrollment Program is a flexible pathway to secondary school completion that can be a potential component of a student’s
personalized learning plan (PLP). The Dual Enrollment Program includes college courses offered on a campus of an accredited postsecondary institution, college courses offered online, and college courses offered by an accredited postsecondary institution on the campus of a secondary school (which can include online courses). Dual enrollment offers eligible students the opportunity to experience college-level classes, take coursework not offered at their schools, and explore possible pathways to their postsecondary futures. Students who successfully complete a dual enrollment course can earn both secondary and college credits. 1.1.3. The Dual Enrollment Program offers college level courses that become part of the student’s transcript, regardless of where the class is taught. Dual enrollment credits earned will be considered and accepted by most in-state colleges as transfer credit and considered when determining a student’s eligibility for financial aid at that college. For students interested in transferring their dual enrollment credits to a college/university located out of state, students will need to verify with that college directly that those credits will transfer (as every college has different requirements). 1.1.4. The intent of this project is to procure a solution to support and manage the Dual Enrollment Program. The solution must provide a way for students, voucher coordinators, and college administration to manage high school students enrolled in college courses including the eligibility, voucher creation, available college courses, and reporting necessary for colleges to seek reimbursement from the dual enrollment program.
