The National Institute of Standards and Technology (NIST) Acquisition Management Division on behalf of the Communications Technology Laboratory, Public Safety Communications Research intends to negotiate with Keysight Technologies on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for the calibration of Keysight Technologies equipment referenced herein (analyzers, oscilloscopes, noise sources).Specific Requirements:Calibrate Keysight Technologies test equipment as referenced in attached Statement of Work. NAICS Code is 541380 – Testing Laboratories, with a Size Standard of $16.5M. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Keysight for this requirement.JUSTIFICATION FOR SOLE SOURCE:This service is a calibration of items by the original manufacturer who has specialized knowledge of the items, and confirms they have no certified third parties who can perform this requirement, thus the services
required by the agency are available from only one responsible source (the manufacturer) and no other type of supplies or services will satisfy agency requirements.Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
