Minimum specifications are to include: 84 brightness (white paper),\n20 basis weight, 140 smoothness. Prices are to include delivery and unloading to the\nSchool Bus Garage/Maintenance building in Pearisburg (320 Thomas Drive) (there\nis a loading dock). All responders must have met the minimum of all identified\n\nrequirements.\n\nThe selection process will be in compliance with the regulations under the provisions of\nthe Virginia Procurement Act and Giles County School Board Policy. It is understood that\nGCPS reserves the right to cancel any contract resulting from this solicitation immediately\nupon providing notification to the contractor in writing from GCPS. This cancellation will\nbe without liability or penalty to GCPS for breach of contract. GCPS does not\ndiscriminate against faith-based organizations.\n\nIf this IFB pertains to any school building that is being financed under Virginia Public\nSchool Authority, the administrator delegated to review this IFB for the Giles County\nSchool Board will take appropriate steps to ensure that IRS regulations regarding tax\nexempt bonds are not violated in the proposed contract for services.\n\nTERMINATION FOR NONAPPROPRIATION\n\nNotwithstanding any contrary provisions in this Agreement, the School Board may, at its\noption, terminate this Agreement as of the end of its fiscal year if funds are not\nappropriated which, in the opinion of the School Board, are sufficient to meet its\nobligations hereunder. If sufficient funds are not appropriated, the School Board shall give\nthe Vendor written notice of termination within ten (10) days after the adoption of the final\nbudget for such fiscal year.\n\nSUBMISSION REQUIREMENTS\n\nA complete response consists of the following:\n\n1; Mailed or otherwise delivered in a sealed envelope which indicates the return\naddress of the sender, IFB number, title, receiving date, and time on the outside of\nthe envelope.\n\nThe transmittal sheet(s) enclosed with this document properly completed.\nCertificate of insurance, if applicable.\n\nSubstitute W-9 form (attached).\n\nAny additional information as may be required by GCPS.\n\nBoMm\n\nAWARD CRITERIA FOR NON-PROFESSIONAL SERVICES (if applicable)\n\nSelection shall be made of two or more offerors deemed to be fully qualified and best\nsuited among those submitting proposals, on the basis of the factors involved in the\nInvitation for Bid, including price if so stated in the IFB. Negotiations shall then be\nconducted with each of the offerors so selected. Price shall be considered, but need not\nbe the sole determining factor. After negotiations have been conducted with each\nofferor so selected, the public body shall select the offeror which, in its opinion, has\nmade the best proposal, and shall award the contract to that offeror. When the terms\nand conditions of multiple awards are so provided in the IFB, awards may be made to\n" "more than one offeror.
