SUI Endurance Precision 2.4pMDDL PPK Unmanned Aerial Systems (UAS)

Synopsis:  Notice of Intent to Award a Sole-Source ContractAnnouncement Number: NC-NJ1000-21-00131Project Title: SUI Endurance Precision 2.4pMDDL PPK Unmanned Aerial Systems (UAS)The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Survey has a requirement for one (1) Hitec Commercial Solutions branded SUI Endurance Precision 2.4pMDDL PPK with "Blue" Made in USA Control Cube, Septentrio PPK GNSS positioning system, Sony A6000 w/20mm Lens on 2-axis Gimbal, Microhard pMDDL 2.4GHz Digital Data Link, in accordance with the attached Brand Name Justification.  Additional requirements include training and routine maintenance directly from the manufacturer for a period of 1 year after the initial order.  This requirement will also include two (2) option periods for the optional purchase of six (6) additional units, for a total not to exceed seven (7) total UASs.  HiTec Commercial Solutions is the sole provider of the required systems. statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source, as well as FAR 13.106-1(b)(1)(i), Brand-Name Item(s).The North American Industry Classification Code (NAICS) for this acquisition is 336411, Aircraft Manufacturing (Unmanned) with a business size standard of 1,500 employees.This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website.The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.  However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Randall Chatfield, randall.chatfield@noaa.govAll electronic correspondence shall have the subject line read:  Announcement Number: NC-NJ1000-21-00131.All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 12:00 PM EST on December 28, 2020.  The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. The solicitation will remain open from December 11, 2020 to December 28, 2020.
