This publication serves as notice of intent to procure supplies for the Department of Commerce, NOAA Acquisition and Grants Office (AGO), National Marine Fisheries Service (NMFS), and Chesapeake Bay Program Office on a sole source basis with FONDRIEST ENVIRONMENTAL, INC. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide NexSens X2 Data Controllers with associated cabling and enclosures designed by Fondriest Environmental for the CB-120 Buoy. The National Marine Fisheries Service, Chesapeake Bay Office (NCBO) deployed the NexSens CB-1250 buoy platform for the Chesapeake Bay Interpretive Buoy System (CBIBS). In order to save program dollars, the NCBO attempted to utilize its’ legacy AXYS data controllers on the NexSens’ platform. The controller collects and processes data from the individual buoy sensors, and then transfers the data to shore based computer infrastructure for delivery to the public. It has been
determined that the continued use of the AXYS controllers is no longer sustainable from a support cost perspectiveIn order to ensure the long term viability of CBIBS, the NCBO intends to purchase NexSens X2 Data Controllers with associated cabling and enclosures designed by Fondriest Environmental for the CB-120 Buoy. The Government intends to negotiate a firm fixed price contract for this requirement. The North American Industry Classification System Code for this acquisition is 334290.
