Mission Dependency Index Sustainment Strategy and Configuration for Comprehensive Planning Platform Deployment

The US Army Engineer Research and Development Center (ERDC) - Vicksburg, MS intends to issue a sole source award utilizing Simplified Acquisition Procedures to Definitive Logic Corporation.The applicable North American Industrial Classification System Code (NAICS) code for this procurement is 541512 - Computer Systems Design Services with a size standard of $27.5 Million.The Applied Research Planning Support Center (ARPSC) was established in the ERDC for the integration of sustainable design, natural resource engineering, and development of planning tools into a master plan that will enable timely project programming and efficient management of natural resources and energyfor all of DoD, including the Army, Air Force, Navy and Marine Corps. The Enterprise Planning Process is being captured in the Air Force Civil Engineering Center (AFCEC) Comprehensive Planning Platform (CPP) and will utilize the CPP to manage asset portfolios, and future investment and resource management. Contractor shall provide an ISO 55001 Asset Management Standard review to define what the USAF's Asset Management System plans, policies, and tools should consist of and make recommendations for the future build out of Asset Management components within the CPP.Specific characteristics of the service contract that limit the availability to a sole source is that this requirement will build upon an ongoing effort and the same techniques, methodologies and approaches must be used and Definitive Logic developed and owns the proprietary source code. In addition, they are the only vendor capable of providing an ISO 55001 Asset Management Standard review to define Asset Management System plan for future maintenance of Asset Management components of the CPPThis notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
