All bidders must submit a Certificate of Eligibility in Electronic Security Systems from the Department of Capital Asset Management and Maintenance (DCAMM) with the latest revised update statement. The Belchertown Pubic Schools reserves the right to reject any or all bids, in whole or in part, in the best interest of the Town. The selection of the successful Contractor will be made based on a thorough evaluation and determination of the relative ability of each Bidder to deliver quality installation and commissioning services in a cost-effective manner. All bids are to be mailed in or dropped off in person. Sealed envelopes, paper documents. No Electronic Bids will be accepted. Also, even though we will open the the bids and read them out loud, the award of the bid contract is subject to School Committee approval. Responses to this RFP are due by 2:00pm on December 12. 2023. Late submittals will be rejected. QUALIFICATIONS This project is open to all vendors and resellers of Avigilon Surveillance that meet the Belchertown Public School’s requirements. Prospective bidders must be experienced in evaluating the proposed systems/needs thus providing the best possible solution and installing the best type of security systems for The Belchertown Public Schools. All bidders submitting bids must be DCAMM Certified in the category of Electronic Security Systems and submit the latest revised update statement from the DCAMM. All bidders must hold an S-License issues by the Department of Public Safety. All bidders must hold a systems contractor license also know as a Class C license. A Class A Master Electrician's license is also permissible. The Electronic Security Contractor (ESC) shall be responsible for furnishing and installing all equipment and wiring and testing of all systems with their own forces. No subcontracting of security work will be acceptable. The awarded vendor will be required to submit weekly payroll reports to the Town of Belchertown as Prevailing Wage rates do apply to this project. A prevailing Wage rate document will be provided. A bid Bond in the amount of 5% of the total bid amount must be included in the bid submittal. If awarded, a Certificate of Insurance for General Liability of $1,000,000 per occurrence and/or aggregate will be required. If awarded, the contractor will be required to submit a performance bond in the amount of 50% of the total bid value. The completion requirement for this project will be June 21th 2024 without exception. STATEMENT OF WORK Provide and install a new Security Video Surveillance System with Access Control and Door Sensors utilizing Avigilon’s Alta system platform. New Cat6 Plenum cabling, color green, will be deployed for new camera locations and industry appropriate cabling (i.e. Cat6, 22/6, 18/2, 22/4) for access control and door sensor systems. School District will supply any necessary switches. Installation work should be completed during the hours of 4:00pm-10:00pm Monday through Friday and not on School District scheduled Holidays. Installation can be completed during the hours of 7:00am to 3:00pm on the following dates which are school district non-school days. December 26, 27 & 28, 2023. February 20, 21, 22, 23, 2024. April 16, 17, 18, 19, 2024. Total Project Completion date is June 30th 2024. The contractor is responsible for checking the accuracy of camera counts and types. Contractor is responsible for inspecting each door to determine if existing equipment can be reused or if new electronic request to exit devices are required. The contractor must adhere to all local codes and regulations to provide a compliant functional system. For door hardware, the contractor should use industry appropriate hardware that is compatible with Avigilon/OpenPath Systems. Contractor will be responsible for all permits. Permit Fees will be waived by the Town. Contractor will be required to supply and install patch panels as needed. A list is provided in the video supply parts page. School District will provide patch cables. 1.0 IP VIDEO SURVEILLANCE SYSTEM Objective: to provide, install and support a complete IP video surveillance solution. The Belchertown Public Schools has chosen Alta Security, a Motorola Solutions for its Video Surveillance Systems upgrade. Vendors may propose substitute products. Proposed products must meet the following criteria; • Be equal in quality, appearance, durability, strength and design. • Must perform the intended function at least equally. • Must conform substantially even with deviations, to the detailed requirements contained in the bid specifications. Please note that the awarding authority will evaluate the proposed substitution after the award of the contract. The awarding authority performed a study which determined the need for the proprietary specifications. 1.1 SCOPE OF WORK Provide and install video management software, network cameras, camera licenses and subscriptions, cloud appliance(s) and workstation(s) by Alta Security, a Motorola Solutions company. The Bidder will be responsible for structured cabling, installation, maintenance, service, support and training. 1.2 SUBMITTALS A. Informational Submittals 1. Product Data a. Manufacturer shall provide a limited 3-year warranty for the product to be free of defects in material and workmanship, with options to extend the warranty to 10-years. 1.5 TRAINING A. Successful integrator shall provide (4) hours of user training and 4 hours of administrator training. 2.0 VIDEO MANAGEMENT SYSTEM/SOFTWARE (VMS) 2.1 Alta AWARE CLOUD A. Basis of Design: The Video Management System/Software (VMS) shall be Alta Aware Cloud VMS by Alta Security, a Motorola Solutions company. The VMS will include integrated machine learning capabilities accessible in the cloud or on-premises. Each cameras will be required to have 1 license, part # AWA-CLD-1Y 2.2 ANALYTICS A. The VMS shall analyze video feeds from all connected cameras to identify objects and events, based on predetermined rules and unusual activity detection, and it shall send instant notification and alarms as a result of this identification via email. B. The VMS shall enable people counting, vehicle counting, intrusion detection, and forensic investigation. C. The VMS shall employ AI to self-learn, enabling progressively more accurate analytic results over time. D. The VMS shall include the option to add license plate recognition (LPR) functionality to individual or system wide Alta Dome and/or Alta Bullet cameras to provide the user with rules-based alerts, post-event investigation information and optimized search parameters. 2.3 VIDEO SPECIFICATIONS A. Compression types supported: H.265, H.264, MJPEG B. The VMS shall support IP cameras and encoders from third party. manufacturers in addition to their own products. Consult Alta Security for a current list of supported third party devices. C. Camera capacity: cameras per server will depend on the camera model selected, compression, resolution, and frame rate. D. The VMS shall provide Avigilon Alta Smart PathTM technology to find and use the most efficient media routing paths between your cameras and your viewing stations and Alta Aware mobile apps 2.4 FORENSICS A. The VMS shall facilitate forensic or other investigation by provisioning the following search functions: 1. Similarity. 2. Physical characteristics. 3. Event. 4. Individual image. 5. Timeline with embedded thumbnail images. 6. All video. 2.5 SECURITY A. Cloud 1. Cloud connectivity shall only be possible through HTTPS (port 443). 2. All connections to the cloud shall be outbound and require no ports to be opened for inbound communication to support the VMS application. 3. Each cloud deployment shall be a fully independent instance, fully isolated and protected from other deployments. 4. Users shall have full control over the system maintenance window. B. Streaming 1. For construction projects lasting longer than one year, awarding authorities must request an updated wage schedule no later than two weeks before the anniversary of the date the contract was executed by the awarding authority and the general contractor. For multi- year CM AT RISK projects, the awarding authority must request an annual update no later than two weeks before the anniversary date, determined as the earlier of: (a) the execution date of the GMP Amendment, or (b) the execution date of the first amendment to permit procurement of construction services. The annual update requirement is not applicable to 27F “rental of equipment” contracts. The updated wage schedule must be provided to all contractors, including general and sub-contractors, working on the construction project. • This wage schedule applies only to the specific project referenced at the top of this page and uniquely identified by the “Wage Request Number” on all pages of this schedule. • An Awarding Authority must request an updated wage schedule if it has not opened bids or selected a contractor within 90 days of the date of issuance of the wage schedule. For CM AT RISK projects (bid pursuant to G.L. c.149A), the earlier of: (a) the execution date of the GMP Amendment, or (b) the bid for the first construction scope of work must be within 90-days of the wage schedule issuance date. • The wage schedule shall be incorporated in any advertisement or call for bids for the project as required by M.G.L. c. 149, § 27. The wage schedule shall be made a part of the contract awarded for the project. The wage schedule must be posted in a conspicuous place at the work site for the life of the project in accordance with M.G.L. c. 149 § 27. The wages listed on the wage schedule must be paid to employees performing construction work on the project whether they are employed by the prime contractor, a filed sub-bidder, or a sub- contractor. • Apprentices working on the project are required to be registered with the Massachusetts Division of Apprentice Standards (DAS). Apprentices must keep their apprentice identification card on their persons during all work hours on the project. An apprentice registered with DAS may be paid the lower apprentice wage rate at the applicable step as provided on the prevailing wage schedule. Any apprentice not registered with DAS regardless of whether they are registered with another federal, state, local, or private agency must be paid the journeyworker's rate. • Every contractor or subcontractor working on the construction project must submit weekly payroll reports and a Statement of Compliance directly to the awarding authority by mail or email and keep them on file for three years. Each weekly payroll report must contain: the employee’s name, address, occupational classification, hours worked, and wages paid. Do not submit weekly payroll reports to DLS. For a sample payroll reporting form go to http://www.mass.gov/dols/pw. • Contractors with questions about the wage rates or classifications included on the wage schedule have an affirmative obligation to inquire with DLS at (617) 626-6953. • Contractors must obtain the wage schedules from awarding authorities. Failure of a contractor or subcontractor to pay the prevailing wage rates listed on the wage schedule to all employees who perform construction work on the project is a violation of the law and subjects the contractor or subcontractor to civil and criminal penalties. • Employees not receiving the prevailing wage rate set forth on the wage schedule may file a complaint with the Fair Labor Division of the office of the Attorney General at (617) 727-3465.
