The U.S. Geological Survey Library seeks to purchase Treatise on Geochemistry, 2nd ed., Treatise on Geomorphology, Treatise on Estuarine and Coastal Science, Treatise of Geophysics, 2nd ed., Uranium for Nuclear Power: Resources, Mining and Transformation to Fuel, 2011-2016 Earth and Planetary Sciences ebook packages and 2011-2016 Environmental Sciences ebook packages, as full-text electronic monographs published by Elsevier. These eBooks provide access to full text scientific monographs published in the geosciences and related scientific and technical disciplines. These eBooks constitute a core information product in support of USGS science.Access to the Treatise on Geochemistry, 2nd ed., Treatise on Geomorphology, Treatise on Estuarine and Coastal Science, Treatise of Geophysics, 2nd ed., Uranium for Nuclear Power: Resources, Mining and Transformation to Fuel, 2011-2016 Earth and Planetary Sciences eBook packages and 2011-2016 Environmental Sciences eBook packages will be bureau-
wide, 24/7 with unlimited concurrent usage across all sites regardless of geographic location. Users will be accessing the product remotely via the Internet. There are no additional administrative fees above the purchase price. Once purchased, access to all of the titles will be in perpetuity.The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Elsevier Inc., unless it is contacted by any vendor who believes they can provide the same service. Vendors are invited to contact the Contract Specialist, Nicole Demby (ndemby@usgs.gov) no later than 2:00PM EST, Thursday, September 7, 2017 with an affirmative answer.SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART:The following information is provided to demonstrate the proposed contractor¿s unique qualifications:eBooks published by Elsevier are the product of Elsevier who is the sole publisher, owner and distributor of eBooks published by the company. Purchase of these electronic books with the required terms is not available from another source. These eBooks support USGS research in geology, environmental health and toxicology, geophysics, environmental hazards, geography, cartography, hydrology, and earth systems sciences. They are highly regarded and well cited books and are specifically requested by USGS scientists in order to carry out the mission of the USGS.The Treatise on Geochemistry, 2nd ed. is a 16 volume work and an updated title of a currently owned reference work from the USGS Library collection. The new edition contains new, necessary volumes on geochemistry including essential works on mineral deposits, analytical geochemistry, and meteorites. This authoritative work contains crucial text on toxic substances hydrology including extensive, singular works on volatile fuel hydrocarbons. The Treatise on Geomorphology is a new reference title of 14 volumes that presents breadth and depth of study not covered by other reference works. The title is a comprehensive topic summary of geomorphology research strategies, field methods, and simulations to reflect multiple approaches for understanding the Earth¿s surfaces. These volumes highlight challenges and suggest new avenues to research that are not described elsewhere. The Treatise on Estuarine and Coastal Science, a 12 volume work, is recognized as an expert level work with coverage in marine biology, oceanography, as well as examining the details of inland watersheds, ocean shelf research, tidal variations, and carbon cycling. The Treatise of Geophysics, 2nd ed. is an 11 volume work, a fundamental encyclopedia of pure and applied geophysics unduplicated by other publications. The information contained is unique and beyond what any other geophysics text provides including extensive research, not published anywhere else, on exploitation and conservation of natural resources. Also included in one volume are four new chapters on deep earth seismology- critical to understanding hazards and has revolutionized the field of regional structures of crust and mantle. The Uranium for Nuclear Power: Resources, Mining and Transformation to Fuel is an up-to-date comprehensive review of the development and exploration techniques for long term sustainability and safety of rare earth elements. It also supports the critical uranium-thorium working group of the International Atomic Energy Agency which includes USGS staff geologists, to better further the research of thorium as a nuclear fuel. The 2011-2016 Earth and Planetary Sciences eBook packages and the 2011-2016 Environmental Sciences ebook packages contain numerous books that support the collection development needs of the USGS Library by providing essential research titles. Through patron input and subject matter expertise, it has been determined that these packages offer vital research information not offered by currently owned titles or titles from other publishers. These titles continue book series already owned by the USGS Library and will continue to provide cutting edge research collections while sustaining fundamental studies of earth, planetary, and environmental sciences. The eBooks are unique in content and the publisher requires individual collections be purchased directly from them.Market research indicates titles can be purchased on an individual basis on a third party vendor platform, however there are no companies to purchase these eBooks from with the terms required by the USGS which are for perpetual ownership of the content and unlimited, simultaneous users across multiple physical locations. Elsevier works with these companies from their Trade Books division but strict guidelines are followed for purchasing collections. The use of the books would be subject to access restrictions imposed by the vendor selling the individual electronic books on Elsevier¿s behalf. Books purchased from third party vendors would not be owned by the USGS Library in perpetuity, as third party vendors do not own the content. Only the publisher offers access to its content across multiple sites to unlimited simultaneous users.
