1. The proposed supply acquisition is for a loading dock upgrade. The delivery and incidental service will take place at the DLA warehouse in Germersheim Germany. The purchase with incidental service/construction described below is for an upgrade of the existing loading dock, and conversion of the dock to an automated material handling system (AMHS) loading dock. The loading dock currently has a manual conveyor for loading Air Line Of Communication (ALOC) pallets. The procurement will consist of the following:a) Upgrade of existing loading dock conveyor and weight scale to convert to an automated systemb) Removal and disposal of all removed partsc) Modification of existing overhead lightingd) Installation of LED lightse) Extension of dock to ensure safe loading/offloading operations from/to the loading dock and truckf) Miscellaneous workThe Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary
to replace and dismantle certain parts and components of a manual roller system for the transport of ALOC pallets. The contractor shall replace the manual roller system with an automated/non-manual transport system improve safety and minimize accidents in the facility, except for those items identified as Government Furnished Property, Equipment and Services.All materials shall be brand new.All parts removed from the existing loading dock shall be disposed of in accordance with local laws.2. All work shall be in strict conformance with the technically acceptable proposal that will be incorporated in the contract. The contractor shall employ workmen who are skilled in their particular trades.3. For safety purposes, during the execution of the work, the contractor is required to have an on-site manager that will be able to speak English.4. The solicitation will result in a Firm Fixed Price Contract for supplies.5. The delivery of the supplies and installation will be approximately 120 calendar days from the date of award and does not include a preparation time.6. This is a FAR Part 14 procurement, which will follow the C3 (Customer, Contracting and Commerce) process as a modified two-step sealed bidding process method of acquisition. As the requirements are not clearly defined, there will be a site visit and potential offerors must be present to see the project and receive a request for technical proposal. The site visit will be conducted on 6 September 2019 and technical proposals will be due by on 12 September 2019. All proposals will be evaluated on the established evaluation factors for Technically Acceptable rating. Only those technical proposal will receive an Initiation for Bid (IFB) for pricing. The solicitation (IFB) will be issued on or about 19 September 2019 with an anticipated bid opening date of 23 September 2019.All perosnnel planning on attending must RSVP with Mr. Weir and Mr. Scott by 12:00pm 30 August 2019.  On the day (6 September) of the site visit, all participant will meet at the main gate at 9:30am to be signed in.  The visit visit will start promptly at 10:00am.7. All Technical proposal will be evaluated based one technical factors, which has four sub-factors: a) Technical Approach, b) Materials to be Used, c) Diagram of Items and d) Delivery Schedule.8. All technical proposals shall NOT include any price information.9. All contractors receiving a technically acceptable rating for their proposal may submit a bid, which will be evaluated by the Theater Contracting Center, Kaiserslautern.10. Offerors should submit proposals that are acceptable without additional explanation or information11. The Government may make a final technical acceptability determination on the basis of initial proposals, but reserves the right to go into communications if in the Government's discretion, the Government deems them to be necessary.12. The Government may proceed to the second step without requesting further information; however, it may ask for more from offerors considered to susceptible of being made acceptable.13. Only bids based upon proposals determined to be technically acceptable will be considered for award.14.
