The Department of Agriculture, Agricultural Research Service in Clay Center, NE will solicit andaward a purchase order to Pacific Biosciences to provide USMARC Sequel II services. The Governmentbelieves that only one responsible source can provide this requirement.The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one source andno other supplies or services will satisfy agency requirements.
