Distribution Options None Distribution Method Download and Mail Distributed By DemandStar Distribution Notes None Scope of Work The City of Westminster (the “City”) is soliciting proposals from qualified contractors (“Contractor”) to provide continued support and consulting services for the Gasoline Recovery System (“GRS”) at Westminster’s Municipal Service Center (“Site”). The Site, located at 6575 W. 88th Avenue, has been used since 1984 for fleet storage and maintenance, fueling, utility services, office, and administrative services. In 1986, subsurface hydrocarbon
contamination was discovered beneath the Site that was caused by a leaking underground pipe associated with fuel dispensers the City used for their fleet vehicles. Since this discovery, numerous sampling events, studies, and recovery efforts have occurred at the Site and in adjacent locations to the south of the release.
Natural source zone depletion (“NSZD”) data collected and reported in 2018 show that NSZD is the best remedy for the Site. Currently, the City is conducting Oil and Public Safety (“OPS”)-approved annual sampling events to ensure that NSZD and monitored natural attenuation (“MNA”) continue to naturally degrade hydrocarbon-impacted groundwater. Ongoing deliberations with OPS confirm that the site may eventually qualify for closure. The City desires to maintain a specialized contract to ensure proper sampling coordination and provide technical consultation regarding the future of the Site.
