This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This will be an Unrestricted Procurement. The solicitation number is W912PM18R0038 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 811312 with a small business size standard of $15,000,000.00. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-99.Description of Requirement: The Wilmington District, US Army Corps of Engineers (Corps) seeks to purchase Riparian Riverine mitigation bank credits located in the Cape Fear River Basin, as specified below, to compensate for unavoidable impacts associated with the construction of the Eagle Island Improvements, Dike Raise to 50ft Project.As
part of the Wilmington District's plan to mitigate for unavoidable impacts to 35.5 acres of wetlands, the Corps will purchase available mitigation bank credits at a 1:1 ratio within the Cape Fear River Basin, Hydrologic Unit Code (HUC) 03030005. The banks from which credits will be purchased will be selected through a competitive solicitation/award process. Any mitigation bank project meeting the eligibility requirements and having the appropriate resource type of credits may submit a proposal to sell credits.
