It shall not be used as a

proposal.(c) This solicitation is issued for the purpose of mitigating the sole-source basis cited below.Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a Basic Ordering Agreement (BOA) that will include both Firm Fixed Price (FFP) and cost type orders to Communications and Power Industries (CPI), herein after referred to as CPI, 607 Hansen Way, Palo Alto, CA 94304 for engineering support of MWTs including Continuous Wave Illuminator Traveling Wave Tubes (CWI TWT), Simplified Driver Traveling Wave Tubes (SDR TWT), Klystrons, and Power Grid Tubes/Tetrodes. Support may include failure analysis, design improvements, GFE support and repair, manufacturing transitioning, systems integration, test and evaluation, and identification and resolution of diminishing manufacturing of critical materials and equipment.This effort is anticipated to be conducted on a sole-source basis IAW the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the anticipated substantial duplicative costs to the Government to qualify another manufacturer's product for shipboard use, which are not anticipated to be recouped through competition, and the anticipated unacceptable delays in fulfilling the agency requirements through any other source. CPI, is the original equipment manufacturer (OEM) and owns the data rights for these MWTs and is therefore considered the only responsible source possessing sufficient requisite knowledge, engineering expertise, and technical data required to perform the required engineering support.The Government is seeking information from Contractors mitigating the sole-source basis cited above.
