This is a notice of intent to purchase a product without seeking competition. Any responses received as a result of this Notice of Intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals, bids, or quotes. The proposed contract action is for products or services for which the College intends to negotiate and award with only one source, as permitted under the authority of the Utah Procurement Code (U.S.C. § 63G-6a-802, as amended). Product and/or service to be purchased: HAL S3201: Advanced multipurpose simulator Proposed Sole Source Supplier: Gaumard Scientific Sole Source Justifications: Reason 1: Compatibility List the products/services with which this purchase must be compatible, the date those products/services were purchased, the life expectancy of the products, name of the vendor from which the purchase was made, and the purchase order, bid, or requisition number associated with that purchase. Omni 2&3 Why must this purchase be compatible with the products/services listed above? Omnia is the Gaumard simulation software that all of their simulators run on. The Respiratory Therapy program often coordinates and with the Nursing program including sharing resources as appropriate. The Nursing program uses Omnia software exclusively. Because of this partnership it is essential that the RT mannequins are compatible with the Nursing Mannequins to ensure simulations can be run on any mannequin that it needs to be run on. Reason 2: Availability: What is unique about the product or service? List specific features, specifications, or attributes of the requested product or service which are not found in competitors’ product or service. This simulation mannequin is specifically designed to work with High Flow ventilation units such as the 980 and oscillating ventilator units. High flow ventilation units put additional pressure on the mannequins beyond standard ventilation so a specialized mannequin is needed to ensure the equipment can be properly run without damaging the simulator. Explain why the unique features listed above are needed. Student proficiency in standard and high flow ventilation are necessary for successful program completion and essential work skills. Describe the research used to make this determination, List the products or services that were reviewed, why those products/services do not meet your needs, and the approximate costs of those products or services. If quotes were obtained, attach them. This is the standard high-flow ventilation simulation mannequin provided by Gaumard. Although there are other mannequins available by this distributor, the additional feathers make them much more expsensive and they are not necessary. Responses: Interested and capable vendors may respond to the stated requirements and justification by email or electronic communication through U3P. Such communication should include a statement regarding their capability to provide the specified procurement item. Responses will be considered only if they include clear and convincing documentation that demonstrates the capability of meeting or exceeding the requirements stated herein. All responses received by the due date and time specified in the posting will be reviewed by the College. A determination not to complete this proposed action based on the responses to this notice is solely within the discretion of Salt Lake Community College Purchasing Services.
