PURPOSENSWC Crane seeks to expand its partnership with traditional and non-traditional industry sources to identify solutions for weapons system PNT accuracy opportunities and execute rapid demonstration for potential inclusion to the Conventional Prompt Strike (CPS) a fielded program portfolio. The intent is to identify, accelerate maturity, and demonstrate technologies in simulated lab environments
and onboard development flight tests.The Government will assess the solutions with the intent of awarding multiple project orders under the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) Other Transaction Agreement (OTA) in accordance with 10 U.S. Code § 4022. In accordance with 10 U.S. Code § 4022 (f), and upon a determination that the prototype project (or any subsequent iterative prototyping efforts) was successfully completed under the competitively awarded OTA(s), a follow-on production contract(s) or OTA(s) may be awarded without the use of competitive procedures.2. BACKGROUND AND SUMMARY2.1 S2MARTSVendors interested in responding to this RFS must be members of the S2MARTS consortium. Interested parties may visit S2MARTS.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager.2.2 PROJECT OVERVIEWAs threats and mission requirements continue to evolve, Naval Surface Warfare Center (NSWC) Crane seeks to improve and upgrade its capabilities portfolio to meet warfighter requirements. NSWC Crane seeks to expand its partnership with traditional and non-traditional industry sources to identify solutions for weapons system PNT accuracy opportunities and execute rapid demonstration for potential inclusion to the Conventional Prompt Strike (CPS) a fielded program portfolio. The intent is to identify, accelerate maturity, and demonstrate technologies in simulated lab environments and onboard development flight tests. Upon development and successful demonstration, NSWC Crane will consider the technologies for program portfolio inclusion.Specific areas of interest for the solicitation are Optical Terrain Correlation as an alternate source for PNT, and IMU Drift Correlation improvements via improved machine learning (ML) supplemented algorithms. In both cases the desire is to improve the performance or utilization of existing system hardware via algorithms and onboard processing.
